It therefore aims to produce a comprehensive and retrospective analysis of the evolution of the project, its results, the institutional dynamics initiated, and the transformations observed in the field of alternative measures and sentences to the detention of children in Madagascar. Particular attention will be paid to Supervised Freedom (Liberté Surveillée), as the main operational mechanism developed within the framework of the project, as well as to issues of sustainability, institutional ownership, and the transfer of practices and tools developed since 2014. The financing of this evaluation is included in the project budget. The selection of the evaluator will be carried out in accordance with the rules of the AFD manual. All data produced within the framework of this evaluation will be archived and made available to AFD. Budget Information: The maximum budget allocated for this external evaluation is set at 6,000 including taxes. This amount includes the entire service, including: professional fees; travel and mission expenses; any daily allowances; logistical and reporting costs; as well as any other expenses related to carrying out the evaluation. Financial proposals must present a detailed breakdown of the costs associated with the assignment. Extensive expertise in the Malagasy context will constitute a priority selection criterion. A strong understanding of the institutional, judicial, and socio-educational dynamics in Madagascar, as well as significant experience working with local actors in juvenile justice and child protection, will be particularly valued.
