Request For Information And Invitation To Market Dialogue: Procurement Of Payroll Services

This Notice Is Not A Procurement Notice Or A Request For Tender, But A Preliminary Notice And A Notice Of The Implementation Of The Dialogue As Part Of The Procurement Preparation. Operators Who Are Interested In Procurement And Have Registered For The Dialogue Have The Opportunity To Conduct A Procurement Dialogue With The Procurement Unit. This Can Mean Dialogue Meetings, Commenting On Written Material And Answering Questions From The Procurement Unit. This Advance Notification And Invitation To Dialogue Does Not Obligate The Procurement Entity To Carry Out The Actual Tender. The Description Presented In The Preliminary Notice And The Estimated Publication Date Of The Procurement Notice Are Preliminary And Indicative Preliminary Information. Answering Or Not Answering The Request For Information Does Not Prevent Participation In A Possible Tender. The Information Provided In The Dialogue Is Not Binding On Either Party. The Procurement Unit Processes The Information Provided By The Companies Participating In The Dialogue Confidentially. The Names Or Other Information Of The Companies Participating In The Dialogue Will Not Be Published. The Procurement Unit Is Preparing The Procurement Of The Payroll Service Package. The Object Of The Procurement Is Primarily The Service, But The Procurement Can Alternatively Also Take Into Account The System Complex Needed To Produce The Service. Currently, The Service Is Produced Using The Populus System, For Which The Procurement Unit Has A Separate, Own Contract. For The Sake Of Clarity, It Is Stated That Sipoo Provides Hr Services Except For Payroll And The Main User Of The System For Its Own Country Of Operation And Co. The System Is Also Used In The Production Of These Services. The Goal Of The Dialogue Is To Map Out Different Production Method Options With The Following Boundary Conditions: 1. The Service Is Produced Using The Customers System (Populus) And Is Responsible For Its Main Users, I.E. The Service Provider Is Responsible For Producing The Overall Service, But The System Environment Is Based On The Customers Current Solution. 2. The Service Is Produced With The Overall Solution Provided By The Supplier, I.E. The Service Is Produced With The System Provided By The Supplier, Including The Necessary Software And Service Package, Incl. The Implementation Project Of The Solution, User Rights And Ongoing Services For The Solution. The Procurement Unit Currently Considers Option 1 As The Main Implementation Method, Considering The Costs And The Scope Of The Current Systems Use.
