General Procurement Notice for Procurement of goods (including non-consultancy services), works and the acquisition of consulting services for South Sudan- Ethiopia- Djibouti: Transport Corridor Project- Phase II. The project includes the following components: A. Component 1: Infrastructure Development: (i) Construction of Expressway (48 km) and provision of Intelligent Transportation System (ITS) facilities for the expressway. B. Component 2: Technical Support Services: (i) Construction Supervision Services. (ii) Technical Audit. (iii) Environmental and Social Audit (iv) Monitoring and Evaluation of Socio-economic impacts. (v) Financial Audit. (vi) Road Safety Audit. (vii) Sensitisation on HIV/AIDS, STIs, Gender. C. Component 3: Logistics, Transport and Trade Facilitation: (i) Master plan for the development of warehouses and corridor side facilities. (ii) Diagnosis of transport strengthening and trade facilitation. Development of umbrella bilateral Agreements for OSBPs. (iii) Technical assistance (TA) and capacity building of transport sector personnel for the development of harmonized policies and strategies for the effective management of regional corridors. (iv) Study to update Ethiopias Category C measures of trade facilitation in accordance with WTO guidelines(v) Institutional support for Ministry of Trade and Regional Integration (MOTRI) to promote trade facilitation D. Component 4: Institutional Support, Skills Development and Capacity Building: (i) Support for capacity building of five one-stop service centres for entrepreneurship development. (ii) Construction and equipping of 1 automotive/engineering TVET centre in Afar region; Provision of prioritised training equipment for 2 automotive/engineering TVET institutions in Amhara and Oromia regions. (iii) Training of 300 women and youth in entrepreneurship (business planning, financial management, marketing, innovation, and leadership) and technical agro-industry-oriented practices (iv) Developing a detailed climate risk and vulnerability assessment. (v) Capacity building of Ethiopia Toll Roads Enterprise (ETRE) and ERA. (vi) Enhancement of the Ethiopian Roads Administration axle load management E. Component 5: Complementary Initiatives: (i) Provision of water boreholes at selected locations along the corridor and in Awash National Park (20 No.). (ii) Construction of facilities for women traders at selected locations along the corridor (4 locations). (iii) Planting of trees at roadside and in other designated locations to support climate change mitigation (200,000 trees). (iv) Rehabilitation and improvement of access roads in the Woredas1 in the project corridor (50 km). F.
