Radar Apparatus – German Tracking Radar. The Aim Of This Project Is To Purchase Two Tracking Radars For Tracking Objects In Low-Earth Orbits, One Of Which Is To Be Offered As An Option. The Data Generated Will Be Processed By The Dlr In The German Space Situational Center And Will Serve As A Contribution To The Creation Of A Validated And Verified Orbital Data Catalog. In Addition To The Above-Mentioned Option To Procure An Additional Orbit Tracking Radar, The Project Also Includes Further Options For Operational Support And Maintenance, The Procurement Of A Radome To Protect Against Weather Influences, The Availability Of The Source Code And The Connection And Installation Of Measuring Devices To Record Space Weather Effects. An Essential Part Of This Project Is The Evaluation And Provision Of Suitable Locations, As Well As The Optional Operational Support And Maintenance To Be Offered Following Procurement. It Is Not Planned That Major Development Activities Will Be Carried Out. However, The Combination Of Subsystems Available On The Market, Such As Antenna And Radar Technology, Is Possible If Necessary. The Project Should Start On September 1St, 2026 If Possible. The Project Is Expected To Run Until Around 2030. The Following Basic Tasks Of The Project Must Be Carried Out. They Include The Following Main Activities: • Creation Of A Compliance Matrix About The Components Of This Service Description • Definition And Documentation Of The System • Definition Of The Aitv Process (Assembly, Integration, Testing, Verification) And Creation Of Verification Documents (Verification Control Documents, Vcd) • Carrying Out The Location Search With The Involvement Of The Client • Joint Location Selection As Part Of An Ssm • Transport To And Integration At The Destination • Execution And Completion Of The Tests, Qualification And Verification (Fat And Sat) • Creation The Manuals (Pum And Sum) And Other Delivery Documents (E.G. Maintenance Plan, Training Documents). As Part Of The Project, Potential Locations Must Be Searched For In Close Coordination With The Dlr, Suitable Locations Must Be Identified, Evaluated And A Final Location Must Be Proposed. If Possible, Location Suggestions Can Already Be Communicated. This May Speed Up The Location Search, But Is No Guarantee That These Locations Will Be Selected By Dlr. The Execution Of The Project Must Therefore Not Be Tied To Its Own Locations. For The Location Selected During The Project, It Must Be Guaranteed That There Will Be Unlimited And Unlimited Access To The System. It Must Be Explained Which Specific Legal Structure Guarantees The Permanent Availability Of The Location. A Permissible Security Instrument Can Be, For Example, The Creation Of A Hereditary Building Right, Or Comparable Real Rights Of Use Recognized In The Respective Legal Area With Equivalent Legal Effect.
