INTRODUCTION David Umahi Federal University of Health Sciences was born out of the desire to enhance the quality of manpower development in the health sector and the improvement of the quality of healthcare in Nigeria and the West African sub-region. The Universitys central goal is to develop critical competencies and expertise in the health sciences in the most conducive learning environment, with the highest standards of professionalism, ethics, and excellence. By the provisions of the Universities (Miscellaneous Provision) Act, 1993, as amended, the University wishes to invite reputable and qualified auditing firms to submit an expression of interest document for the position of External Auditor for the University. 2. ELIGIBILITY REQUIREMENTS Interested auditing firms are required to submit the following mandatory documents; a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including form CAC2 and CAC7; b. Evidence of Company Incomes Tax Clearance Certificate for the last three (3) years, valid till 31st December 2025; c. Evidence of current Pension Compliance Certificate valid till 31st December 2026; d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026; e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025; f. Evidence of Registration on the National Database of Federal Contractors and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or a valid Certificate issued by BPP g. Companys Audited Accounts for the last three (3) years 2023, 2024 2025 h. Evidence of Firm Registration and current license issued by the relevant professional body, i.e., ANAN, ICAN i. Evidence of Registration with the Office of the Auditor General of the Federation j. A Sworn Affidavit disclosing whether or not any officer of the relevant committees of the David Umahi Federal University of Health Sciences or the Bureau of Public Procurement is a former or present Director, shareholder, or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid is true and correct in all particulars. k. Company profile with curriculum Vitae of key staff to be deployed for the assignment, including copies of their academic/professional credentials (ANAN, ICAN, etc) l. All documents for submission must be transmitted with a covering/forwarding letter under the company/firms letter-headed paper bearing, amongst others, the Registration number (RC), Contact address, Telephone number, and E-mail address. The letter-headed paper must bear the names and Nationalities of the Directors of the company, duly signed by the authorized officer of the firm. m. Document submitted shall be subject to due diligence without recourse to bidder 3.0 SUBMISSION & OPENING OF EXPRESSION OF INTEREST Prospective bidders are to submit two copies, one (1) original and one (1) copy of the Expression of Interest with supporting documents neatly packaged in a sealed envelope and clearly marked as EXPRESSION OF INTEREST FOR ENGAGEMENT AS EXTERNAL AUDITOR. Thereafter, place the two sealed envelopes together in a larger sealed envelope and address it to The Vice Chancellor, David Umahi, Federal University of Health Sciences, Uburu, Ebonyi State. The reversed side of the envelope should bear the Name and Address of the firm. Furthermore, the reverse side of the envelope should be clearly marked and dropped in the designated tender box at the Vice Chancellors Office, David Umahi Federal University of Health Sciences, not later than 12:00noon on Thursday, 25th June, 2026. The working hours are 8:00 am to 4:00 pm on weekdays, excluding weekends. Please ensure that you sign the bid submission register in the Office of the Procurement Unit of the University, as the University will not be held liable for misplaced or wrongly submitted EOI.
