It provides catalytic funding to strengthen civil society networks, support innovative channels for civic engagement, and foster more inclusive citizen- Tender description REQUEST FOR PROPOSALS (RFP) Monitoring, Evaluation, and Learning Partner for the Somali Civic Engagement Facility About CEF The Civic Engagement Facility (CEF), supported by Denmark, aims to expand the civic space, amplify civic voices, and catalyse collective action. It does so by facilitating greater collaboration among public institutions, civil society, and the private sector around issues that matter to Somali communities. Through catalytic funding, CEF supports initiatives that strengthen civic networks, promote inclusive and innovative channels for civic engagement, and facilitate constructive dialogue between citizens and decision makers. CEF is seeking a Monitoring, Evaluation, and Learning (MEAL) Partner to support implementation of the CEF Strategy and MEAL Plan across the Somali context. CEF MEAL Partner Objectives The objective of the CEF Monitoring, Evaluation, and Learning Partnership is to support monitoring of grantee activities, support grantees in their reporting to CEF, establish a dashboard for CEF to track learning and results, and conduct baseline, midline, and endline evaluations for CEF to evaluate outputs and outcomes against the CEF results framework. This MEAL Partnership is designed to operationalize the CEF MEAL Plan, ensuring that monitoring and learning are fully aligned with CEFs pathways of change, adaptive management, and results framework. The MEAL Partner will also help tell the story of CEFs partners work and civic activity while applying conflict-sensitive approaches to all activities.
