Publication Date: 05/14/2026 12:00 AM EDT EOI Deadline: 05/28/2026 11:59 PM EDT Description: The Enriquillo region occupies the far southwest of the Dominican Republic, spanning four provinces Pedernales, Barahona, Bahoruco, and Independencia and three national parks: Jaragua, Sierra de Bahoruco, and Lago Enriquillo & Isla Cabritos. Together these protected areas form the UNESCO-designated Jaragua-Bahoruco-Enriquillo Biosphere Reserve, centered on Lake Enriquillo the Caribbeans largest lake and a Ramsar site since 2002. The regions natural endowment is exceptional: Bahía de las Águilas, widely regarded as one of the most pristine beaches in the Caribbean; Laguna de Oviedo, a high-salinity lagoon supporting large populations of flamingos, iguanas, and herons; Hoyo de Pelempito, a dramatic canyon overlook in the Sierra de Bahoruco; and the arid and semi-arid landscapes of the Enriquillo basin, whose microclimate and biodiversity profile are unique in the CaribbeaThis consultancy focuses on the southern portion of this territory referred to throughout as Enriquillo Sur encompassing the province of Pedernales and the adjacent coastal and interior zones accessible from it. This is where the governments flagship tourism investment is concentrated and where the potential for near-term tourism development is greatest. Sixty-eight percent of Pedernales territory is under protected area status, a constraint on conventional development that simultaneously defines its tourism identity: nature-based experiences, ecotourism, astrotourism, and wellness, oriented toward high-value market segments. General Objective: This consultancy aims to identify financeable public investments that extend tourisms economic benefits from Cabo Rojo across the wider Enriquillo Sur tourism system generating employment, improving quality of life, and leveraging the anchor hub to drive inclusive regional development. To achieve this, the consultancy will conduct a comprehensive diagnostic of the territorys tourism potential, use it as the foundation for designing a diversified portfolio of products and circuits, and translate those findings into a prioritized implementation roadmap for integration with the Cabo Rojo destination. A central function of this work is to build the case for policymakers and investors alike that public investment beyond the hotel zone is both commercially justified and developmentally necessary. Conceptual designs and impact projections will demonstrate how infrastructure investment in the wider territory can create viable excursions for Cabo Rojo resort guests and cruise passengers, expand the destinations economic footprint, and unlock private investment opportunities across the region.
