The Purpose Of This Contract Is The Supply By The Holder Of All Components And Services Allowing Any Applicant For A Vitale Card Application To Benefit From A Secure Activation Process, With Identity Verification, In Compliance With The Substantial Level Of The Eidas Regulation, Hereinafter Referred To As The Service. Said Service Covers In Particular An Identity Verification Service According To The Process Of The Pvid Requirements Framework Or Its Equivalent* Whose Purpose Is To Retrieve The Civil Status Data From The Identity Document And A Conformity Check Service Of The Extracted Photo To Be Entered In The Vitale Card Application. This Contract Also Includes The Following Services: • Appropriation By The Holder Of The Existing System And The Definition Of The Terms Of Integration Of Its Solution; • The Establishment Of The Infrastructure And All The Environments Necessary For The Service; The Operation And Maintenance Of The Service In Operational And Secure Conditions; • The Provision Of Additional Services Expressed In The Form Of Work Units. This Contract Is Awarded In The Form Of A Procedure With Negotiation Within The Meaning Of Articles L.2124-1, L.2124-3, R.2124-4, R.2142-17 And R.2161-12 To R.2161-20 Of The Public Procurement Code. The Purchasing Technique Retained For This Contract Is That Of The Composite Assembly Combining The Ordinary Market Within The Meaning Of Article L.2111-1 Of The Order Code And The Framework Agreement Within The Meaning Of Articles L.2125-1 1°, R.2162-1 To R.2162-6 And R.2162-13 To R.2162-14 Of The Public Order Code Executed By The Issuance Of Purchase Orders Concluded, Without Minimum Order Commitment, With A Single Operator.
