Request for proposals for Prefeasibility Studies and Investment Model Design for Methane/Organic Waste Valorization in CôTe DIvoire PROJECT BACKGROUND: Methane emissions from the waste sector are a major contributor to greenhouse gas (GHG) emissions globally, with particularly acute impacts in rapidly urbanizing countries like Cote dIvoire and Senegal. Methane emissions from the waste sector represent about 20% of all human-made emissions coming primarily from food and other organic matter decaying in landfills and open dumps, and from wastewater. Data from the first Biennial Transparency Report (BTR), submitted in 2024 with inventory up to 2022, indicates that methane emissions for the waste sector are estimated at 3,600 Gg CO eq /year ( 3.6 Mt CO eq ), of which 2,811.9 Gg CO eq come from solid waste and 786.4 Gg CO eq from wastewater. According to Côte dIvoires updated Nationally Determined Contribution (NDC 3.0), GHG emissions from the waste sector will reach 8,000 Gg CO2eq by 2035 under a business-as-usual scenario. Similarly, a significant amount of agricultural waste remains unrecovered, generating large quantities of emissions. The NDC 3.0 targets a total reduction of 33.07% by 2035 (compared to the BAU scenario) including a 2.08% reduction in GHG emissions by 2030 for the waste sector which represents 6.7% of national emissions. In view of the significant proportion of methane emissions in the waste sector, it is urgent to reinforce the implementation of methane mitigation practices. In addition, valorization of organic waste and/or methane can represent economic opportunities, including the creation of green jobs. Côte dIvoire has shown growing commitment to transitioning toward more sustainable waste management, marked by important policy milestones. However, there remains a critical need to develop bankable, well-structured project pipelines, strengthen institutional and technical capacity, and mobilize investment to translate policy ambitions into tangible results. To support this transition, GGGI is implementing an 18-month regional project funded by the Korea Green New Deal Trust Fund (KGNDTF). The project Catalyzing Methane Capture and Circular Economy Solutions in Côte dIvoire and Senegal aims to identify, structure, and mobilize investment for methane capture and valorization projects in the waste sector. This includes the production of bioenergy, compost, or other products derived from the valorization of organic waste that can significantly reduce methane emissions. The project aims to: - Develop circular economic solutions integrating the valorization of municipal organic waste and/or sewage sludge, agricultural or agro-industrial waste. - Structure investment projects and mobilize innovative financing (climate finance, carbon finance, PPPs, ODA) to support the implementation and sustainability of the projects. - Promote social inclusion and gender equality, by integrating women, youth, and informal workers into waste value chains. Project Components and Expected Results Component 1: Comprehensive Prefeasibility Studies (PFS) - Identification and pre-selection of up to two priority projects. - Completion of detailed techno-economic PFS. - Quantification of methane reduction potential. - Preliminary economic models and implementation modalities. Component 2: Investment model design - Analysis of investment barriers and gaps. - Identification of financial sources and instruments. - Development of investment packages. Component 3: Investment mobilization and partnerships - Organization of investment roundtables and bilateral meetings. - Pitches for potential investors - Targeted mobilization of at least USD 25 million In close collaboration with local stakeholders, two projects were selected, namely (1) Construction and operation of the Yamoussoukro landfill composting unit and (2) Valorization of agricultural by-products into biomethane in Sikensi. The objective of this assignment is to conduct a PFS on these 2 projects, with associated bankable investment models, and develop investor-ready pitch material.
