Tenders are invited for Consultancy for the Development of a Localized Gender-Transformative Conflict-Sensitive (GTCS) Toolkit To adapt and localize the ActionAid Gender-Transformative Conflict-Sensitive (GTCS) Guideline seven-step framework into a practical, culturally grounded toolkit for AAP staff and partners in Gaza and the West Bank that: Equips field teams with operationally viable GTCS tools under conditions of restricted access, digital surveillance, and active conflict. Integrates intersectional analysis (gender, age, displacement, disability, geographic location) specific to the Palestinian context. Embeds the four-stage Overall Framework: Data Collection Sensitization Workshop Country Report Review Cycle. Aligns with UNSCR 1325, CEDAW, AAPs Feminist Humanitarian Signature, and AAPs Learning and Accountability Cycle. The consultancy follows the seven-step GTCS process-driven framework, localized to the Palestinian context across four implementation stages: Stage Step Palestinian Context Deliverable Stage 1 Data Collection Step 3: Context & Gender Analysis Conflict and gender analysis covering Gaza (siege, displacement, intergovernorate variation) and West Bank (Areas A/B/C, settler violence, PA/Hamas governance split). Map Dividers and Connectors through an intersectional lens. Analyze gendered power shifts: feminization of household headship, masculine identity under occupation, WRO roles as change agents. Step 4: GTCS Analysis GTCS analysis table adapted to Palestinian realities: gendered risk matrix (GBV typologies, UXO risks, displacement patterns); Our Behavior and Actions exercise localized for AAP Palestine teams; identification of structural vulnerabilities specific to oPt. Stage 2 Sensitization Workshop Steps 1, 2, 5 & 6 Facilitate a 23-day Sensitization Workshop (hybrid: West Bank in-person; Gaza via encrypted remote modality) covering: Step 1: Guiding Principles: Localize the eight GTCS principles (Do No Harm; Protection of Rights; Women-Led Local Leadership; Social Cohesion; Flexibility; Build on Local Capacity; Access to Information; Human RightsBased Approach) with Palestine-specific dilemmas and Principles in Action workshop session. Step 2: DOs and DONTs: Co-create a Palestinian context list addressing: working with traditional/religious leaders without reinforcing patriarchy; GBVsensitive programming under conservative norms; digital security and informant protection under occupation surveillance. Step 5: Linking GTCS to Programmes: Translate analysis into programme transport, psychosocial support, accessibility, digital security tools). Step 6: Country Report Format: Agree structure of Palestine GTCS Analysis Report using the AA template (Executive Summary Methodology Contextual Analysis Findings Recommendations MEAL Plan Annexes). Stage 3 Country Report & Toolkit Step 7: MEAL & KPI Framework Develop GTCS-specific KPI framework using AAs Simple Indicator Framework, adapted for oPt: KPIs measuring training reach (disaggregated by sex, age, displacement status, disability); proportion of projects integrating conflict sensitivity analysis; extent of local stakeholder involvement; perceived transformation of gender norms; effectiveness in mitigating conflict-related risks. MEAL tools functional under low-connectivity conditions; participatory evaluation methods; Accountability to Affected Populations (AAP) complaint mechanisms adapted for siege/closure contexts. Stage 4 Review Cycle Toolkit Review Protocol Define conditions and triggers for toolkit review (e.g., major escalation, new governance shift, annual programme cycle). Deliver minimum 2 Training of Trainers (ToT) sessions: West Bank (in-person) and Gaza-appropriate modality. Produce simple Arabic User Guide for non-specialist field staff.
