Expression of Interest for Consultancy Services for the Provision of Legal and Structuring Advisory Services for the Design, Operationalization and Formalization of Financing Mechanisms for Youth Start-Ups, Msmes and Entrepreneurs The Government of the Republic of Angola has received financing from the African Development Bank (AfDB) toward the cost of the Angola Youth Employment Project (AYEP), to promote youth employability and entrepreneurship in agriculture, transport and renewable energy industries, aimed at economic diversification and poverty reduction and intends to apply part of the agreed amount for this loan to payments under the contract to engage a specialized advisory firm with legal, financial, and institutional expertise to structure the financing mechanism tailored to the specific needs of the Angolan youth start-ups and MSMEs, aligned with international standards and the domestic regulatory framework, and designed to complement and leverage existing initiatives such as Fundo de Apoio ao Desenvolvimento Agrário (FADA), Fundo Activo de Capital de Risco Angolano (FACRA), Fundo de Garantia de Crédito (FGC), and Banco de Desenvolvimento de Angola (BDA) and others. The overall objective of this consultancy is to provide comprehensive legal and structuring advisory services to the Government of Angola (GoA) to design, operationalize and formalize an innovative public sector enabled-private led financing mechanism under the Angola Youth Employment Project (AYEP). The Ministry of Planning now invites eligible consultancy firms to express their interest in providing these services. Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of, at least, three similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures (up to three firms) to enhance their chances of qualification.
