Expression of Interest for Recruitment of a Consultant (Consulting Firm) for a Technical-Economic Feasibility Study on the Establishment of a Mining Waste and Residue Treatment Center at KOARATENGA. 1. Burkina Faso has received a grant from the International Development Association (IDA) for the implementation of the Project to Support the Strengthening of Land and Mines Management (PARGFM) and intends to use a portion of the proceeds to make payments under the following contract: "Technical-economic feasibility study on the establishment of a mining waste and residue treatment center at KOARATENGA." 2. The estimated budget is twenty-four million seven hundred and fifty thousand (24,750,000) francs (all taxes included). 3. The services comprise: i) identification and assessment of the volumes of waste generated by artisanal mining operations and of mining residues; ii) proposal of an innovative treatment technology, utilizing appropriate equipment; iii) assessment and definition of the technical specifications required for the facility, accompanied by an estimated budget for the centers operations; iv) identification and negotiation of the site for the treatment center; v) proposal of a site layout plan for the center; vi) development of an operational action plan; vii) proposal of an operational model; and identification of the environmental and social issues related to the establishment of the center, along with measures to address these issues within the project design. For further details, please refer to the Terms of Reference. 4. The duration of the assignment is one hundred and twenty (120) calendar days. 5. The Ministry of Energy, Mines, and Quarries invites eligible candidates to express their interest in providing the services described above. Interested consultants must provide information demonstrating that they possess the required qualifications and relevant experience (documentation regarding the firm and its areas of expertise, and references concerning the execution of similar contracts) for the execution of the services herein described. 6. The assessment of the candidates references will focus on the execution of relevant contracts over the past five (05) years (2021 to 2025). References must be accompanied by copies of the cover and signature pages of the contracts, as well as certificates of satisfactory performance or validation reports. A summary table listing these references must necessarily highlight, at a minimum, the subject of the assignment, the clients address, the contract value, the year of completion, and the duration of the assignment. Consultants will be scored out of one hundred (100) points, specifically twenty (20) points for each similar assignment completed within the last five (05) years. N.B.: Only references substantiated by supporting documentation will be taken into account during the evaluation. The Administration reserves the right to conduct any verification deemed necessary; any false information provided will be handled in accordance with applicable regulations. The consultant ranked first will be invited to submit a technical and financial proposal. In the event of a tie in scores between multiple consultants, the consultant who has completed the highest number of similar assignments within the last five (05) years will be ranked first. 7. Consultants may form associations to enhance their capabilities; however, such associations are limited to groups of no more than two (02) members. In such cases, the information contained in the submission file must cover all members of the association, clearly detailing the resources and experience of each individual member. 8. A consultant will be selected using the Consultants Qualification Selection (CQS) method, in accordance with the procedures set forth in the *Procurement Regulations for IPF Borrowers: Goods, Works, Non-Consulting and Consulting Services* (2025 Edition), available on the website at www.worldbank.org/procurement. 9.
