Request for proposals for Addressing Gender-based Violence (GBV) in Public Transport The World Resources Institute (WRI) intends to award a Fixed Price type contract for an experienced consultant or company with a strong background in sustainable transport, data collection, and research, particularly in the context of improving womens safety in public transport systems. Proposals must be submitted in line with the conditions set out in this document. We expect final deliverables by June 30, 2026. About the Project WRI, through the Research on Infrastructure in Developing Economies (RIDE) programme, is conducting research on gender-based violence in public transport in Addis Ababa. The work seeks to understand how men and women experience public transport differently, identify the specific safety concerns women face, and generate the kind of data that can shift policy. This means conducting gender-disaggregated data collection, assessing existing safety infrastructure, and developing evidence that transport planners and the transport stakeholders can act on. We are looking for a consultant who can lead the data collection effort and carry out the activities described in this document. SCOPE OF WORK AND OUTPUTS/DELIVERABLES · With a data collection format prepared by the WRI team with Kobo Collect, the consultant will conduct interviews with at least 5,000 respondents across 92 selected zones in Addis Ababa, as designated by WRI. These zones include 42 minibus stops/stations and 50 bus stops/stations and are intended to ensure a geographical distribution of the city of Addis Ababa. Conduct passenger counting surveys in 92 selected zones in Addis Ababa, as designated by WRI, to ensure the proportion of women and men entering and leaving stations between morning peak hours, off-peak hours, afternoon peak hours and nighttime peak hours. Conduct a safety infrastructure assessment around the selected zones to map areas of potential danger, identify vulnerable spots. The consultant will recruit and manage a team of 20 data collectors and shall be responsible for paying their remuneration for the 10-day data collection period. Given that the data to be collected is gender-sensitive, it is advisable to hire many women for this data collection. The consultant will be responsible for carrying out quality checks on the data collected. Each data collection round may require follow-up calls to ensure that data meets WRI quality standards. The consultant, in collaboration with WRI, will conduct a half-day training session prior to the data collection cycle. The training should cover insights on the data collection formats and how to use Kobo Collect and access the data collection formats. The attendance of all data collectors for the duration of the training is required. Failure to attend the training and to comply with WRIs follow-up policies will result directly in exclusion from the data collection round.
