Request for proposals for Development of Electric Vehicle and Charging Equipment Standards and Implementation Framework for Fiji, Solomon Islands and Vanuatu Title : Development of Electric Vehicle and Charging Equipment Standards and Implementation Framework for Fiji, Solomon Islands and Vanuatu Reference : 100015781 Process : RFP Description : GGGI Fiji, Solomon Islands & Vanuatu Country Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: Decarbonization of the land transport sector is a critical priority in the Pacific context, where achieving sustainable, low-carbon development pathways requires addressing emissions from rapidly growing transport demand. In Fiji, Vanuatu, and the Solomon Islands, the transition to electric mobility is recognized as a key intervention to reduce land transport emissions while supporting broader national objectives for sustainable development and climate action. Advancing electric mobility within an enabling policy, regulatory, and institutional framework allows Pacific Island countries to modernize transport systems, improve efficiency, and establish foundations for long-term low-carbon mobility solutions. Decarbonizing transport through electric mobility is therefore central to supporting a resilient and sustainable transition of the land transport sector in the Pacific. As part of the Global Environment Facility (GEF-8) cycle, three electric mobility (e-mobility) projects are being implemented in Fiji, Vanuatu, and the Solomon Islands to support the transition towards sustainable, low-carbon land transport systems. The projects are funded by the Global Environment Facility (GEF), with the United Nations Environment Programme (UNEP) serving as the Implementing Agency (IA) and responsible for project cycle management, including project approval, start-up, and oversight. Under UNEPs oversight, the projects are executed by designated national government agencies in each country, with the Global Green Growth Institute (GGGI) engaged as the Technical Executing Partner. The projects were launched in 2025 and are designed as multi-year interventions to accelerate the introduction and uptake of electric mobility in the respective national contexts. Across the three countries, the projects follow a broadly consistent structure comprising four interrelated components, which focus on: i) Strengthening enabling policy and regulatory frameworks. ii) Advancing sustainable urban mobility planning. iii) Supporting electric vehicle (EV) pilots and/or financial and implementation mechanisms for EV adoption. iv) Undertaking awareness-raising and stakeholder engagement activities. The projects place strong emphasis on policy analysis, multi-stakeholder engagement, feasibility assessments, and the development of practical financing and implementation mechanisms to support the effective and sustainable deployment of electric mobility solutions. Across Fiji, Solomon Islands, and Vanuatu, the transition to electric mobility is constrained by immediate technical and regulatory gaps, particularly the absence of localized technical standards for electric vehicles (EVs), charging infrastructure, and end-of-life battery management. These gaps create uncertainty for regulators, consumers, and investors, and pose risks related to safety, infrastructure compatibility, environmental management, and long-term sustainability of EV deployment. To address these challenges, the project prioritizes the development and operationalization of localized technical standards for EVs and associated charging equipment, tailored to the specific national contexts and existing infrastructure conditions of the three countries. Establishing such standards is essential to ensure that EVs and charging systems introduced into the market are safe, efficient, and compatible, thereby enhancing consumer confidence, facilitating regulatory oversight, and supporting wider acceptance of EV technologies. Overall, the project seeks to strengthen the enabling environment by developing the most immediate regulatory structures and operational frameworks required to reduce policy and investment risks, support effective implementation of EV systems, and promote confidence among stakeholders. Where relevant, the interventions will also integrate considerations to mainstream gender within policy and implementation processes. GGGI seeks to engage a qualified consulting firm to conduct research and implement the activities required to develop and deliver EV minimum standards and technical standards for three countries: Fiji, Solomon Islands, and Vanuatu. Under the overall guidance and supervision of the Chief Technical Advisor (CTA) - a senior staff at GGGI - the Consultant shall be responsible for the execution of the assignment. Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 8 June KST, then the due date for submission of request for clarification is 16:00 1 June KST). Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi). HOW TO OBTAIN THE DOCUMENTS: Documents can be accessed via the e-Green Procurement Portal by selecting View Details on the relevant notice and then clicking the Tender Application button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Scroll down to the heading Tender Documents Received where you will be able to view / download the documents.
