ESTEC Charging poles have so far been used for free to promote green private transport. Electricity used for the primary activities at ESTEC is tax-free, whereas electricity used for charging private vehicles is not.ESTEC is therefore looking for an external company to operate, maintain, and expand the EV charging infrastructure onsite and collect user payments, including VAT due to tax authorities.ESTEC will in no way makeany profit from this activity.The contract is at 0 cost for ESA and this procurement will be signed with awarded supplier to to ensure:Outsource operation, maintenance and further development of the private cars charging stations located on ESA ESTEC site. Ensure that electricity supply to the car charger is excluded from the ESA ESTEC general electricity supply contract and invoice. Ensure that infrastructure is UpToDate (all latest market standards for connections and interfaces are implemented) Ensure thatinfrastructure is enlarged in line with the demand on ESTEC site. To keep charging tariffs for the end users as low as possible.Provide required preventive, corrective and emergency maintenance activities on the car charging stations. Operate charging stations remotely and with interventions on site on demand. Provide the dynamic load balancing to prevent the peaks in electricity consumption on ESTEC site. The Contractor should ensure that all the above objectives are implemented during the course of the Contract without extra investments from ESA ESTEC side.
