Closing Date: 31 May 2026 Type: Consultancy The Consultant will be remote based, with regular presence in Lebanon, particularly at humedicas country office in Zahle, Bekaa Valley, and periodic visits to Syria or relevant regional hubs (e.g. Amman) Duration & Time Allocation Fixed-term consultancy with an explicitly advisory and exploratory mandate Duration: 3 months with a potential extension Expected availability: 810 working days per month, with flexibility depending on agreed deliverables and project phases The assignment is not designed as a permanent role, but as a time-bound engagement supporting strategic decision-making during a transition phase About humedica / Background of the assignment humedica e.V. is an international aid organisation based in Kaufbeuren, Germany. Since 1979, the organization has been providing rapid emergency and disaster relief, working in development cooperation and carrying out charitable projects. The organisation has been active in Lebanon since 2012 and maintains an established country office in Zahle, Bekaa Valley. The office has implemented a range of humanitarian and medical projects and constitutes a key organizational asset with strong contextual knowledge, operational experience and local networks. In light of changing global humanitarian dynamics, increasing funding constraints and humedicas ongoing organization-wide strategic process, humedica is reassessing the strategic relevance, added value and future role of its engagement in Lebanon and Syria. Purpose of the Assignment The purpose of the consultancy is to provide independent, senior-level advisory support to humedica HQ by: Supporting strategic reflection on humedicas future footprint and focus in Lebanon and Syria Assessing humedicas comparative advantage in the regional humanitarian landscape Providing evidence-based input for leadership-level decision-making regarding consolidation, focus or potential reorientation Key Responsibilities Strategic & Contextual Analysis Contribute to strategic reflection on the medium- to long-term role of Lebanon as a country office and/or regional hub. Analyse political, conflict and humanitarian dynamics relevant to the region Identify opportunities for regional, cross-border or synergistic approaches between Lebanon and Syria where appropriate. Regional Mapping & Stakeholder Analysis Conduct a structured mapping of key stakeholders, including national and international NGOs, UN agencies, coordination platforms, donors and consortia. Identify coordination fora and partnerships of strategic relevance for humedica. Analyse alignment between humedicas capacities and potential collaboration opportunities. Donor Landscape & Strategic Positioning Identify donor-relevant opportunities aligned with humedicas strategic priorities. Provide advisory input on strategic positioning, visibility and engagement with donors and partners. Representation & Liaison (Advisory Capacity) Serve as humedicas liaison consultant in selected regional or country-level coordination fora Country Office Engagement & Transition Support Maintain regular presence at humedicas country office in Zahle to gain in-depth understanding of operations and organisational dynamics. Provide structured, independent feedback to headquarters during a phase of organisational consolidation and transition. Ensure close coordination with and respect for existing country office capacities and institutional knowledge. Portfolio & Continuity Analysis Analyse current and past humedica projects in Lebanon and Syria. Assess potential for strategic continuity, consolidation, scaling or replication. Identify gaps, limitations and possible areas for thematic or strategic reorientation. Provide evidence-based recommendations on future programmatic directions. Expected Deliverables Needs-based programmatic options analysis Project build-on and continuity assessment Stakeholder, coordination and funding landscape overview LebanonSyria strategic coherence brief Two concise concept notes for potential pilot projects Required Profile Advanced academic degree in a relevant field (e.g. international relations, humanitarian studies, development). Minimum 10 years of senior-level experience in humanitarian and/or development cooperation. Proven expertise in regional strategy, governance, donor relations and consortium work. Strong understanding of the humanitarian architecture in the MENA region. Demonstrated ability to work effectively in non-executive advisory roles.
