Tulkarem, Jenin About the project : The project Enhancing Palestinian women Social ,Legal and Economic Rights in Northern West bank. seeks to strengthen the dignity, safety, and self-reliance of women and girls affected by displacement and violence in the northern West Bank, particularly in Jenin and Tulkarem. the project will foster womens agency as leaders ,entrepreneurs, and rights-holders within their communities. Through an integrated approach combining psychosocial recovery, legal empowerment, and inclusive market engagement. The project will, provide trauma-informed counseling and peer-led support groups to restore psychosocial well-being, strengthen access to justice and protection through partnerships with legal aid centers and community-based organizations; and enhance womens participation in viable local value chains through market-based training, mentoring, and linkages with private sector and financial actors. Interventions will deliberately engage host and displaced communities to rebuild trust and social cohesion. Consultancy overview :PWWSD is seeking to recruit two (2)qualified Business Development Consultant ( one in Tulkarem and one in Jenin Jenin) to lead and implement the mobile business incubator (MPIs) ,implementation of the projects economic empowerment multi activities . 1. Consultancy objectives: To recruit economic experts to design and implement an integrated program that includes needs assessment, training, coaching mentoring, follow-up, and networking with CBOs and public /privet institutions. Objectives Establish and operationalize a functioning Mobile Business Incubator (MBI) that reaches displaced and vulnerable host-community women one in Jenin and one in Tulkarem .. Rapid need assessment to identify up to twelve (12) women lead business form displaced and hosted communities with potential to growth or stabilization(6 in Jenin, and 6 in Tulkarem). Mapping and consultations with CBOs, cooperatives, and market actors. Identify the amount of grant for every small project depends on the expert assessment and filed visits. Provide face to face mentorship 12 selected entrepreneurs(6 in Jenin and 6 in Tulkarem) at least 4 hours for every project owner/s. MBI expert will lead group mentorship focusing on applied problem-solving, marketing adaptation, and peer learning. Deliver 30 hours training (15 hours in Jenin, and 15 hours in Tulkarem) for 12 women lead small project to cover digital literacy, marketing, financial management, cooperative governance, and climateresponsible production. Ensure safeguarding and inclusion by integrating GBV-risk-mitigation measures and accommodating caregiving and mobility constraints. Scope of Work and Key Responsibilities Operationalization of MBIs Establish the MBI field model and schedule regular field visits to meet and assess women entrepreneurs. Hold MBI sessions in community centers, CBO offices or other safe venues. Provide individual coaching and group mentoring; do not provide physical workspace or equipment. Market Assessment and Business Support Conduct rapid market scans using simplified EMMA tools to track demand price fluctuations and supply-chain reliability. Provide business feasibility assessments and shortlist candidates for selection. Selection Outreach and Inclusion Map and consult with CBOs cooperatives and market actors to identify candidates including women with disabilities. Support a Joint Evaluation Committee process for final selection and implement grievance and feedback mechanisms. Training Mentorship and Grants Deliver a 30-hour modular training program in small groups covering digital literacy marketing financial management cooperative governance and climate-responsible production and any other subjects, based on the assessment results Provide at least four hours of one-to-one mentorship per selected entrepreneur and facilitate short peer exchange sessions. Manage grant-related technical support Market Linkages Networking and Institutional Engagement Organize at least four coordination meetings two exchange visits and one joint marketing event per governorate.
