Request for proposals for Media & Advocacy Consultancy (West Bank based companies) RAWAFED - Reclaiming Palestinian Agency; Evidence, Dialogue, and Social Cohesion Background The Carter Center (TCC) is leading the implementation of the Reclaiming Palestinian Agency: Evidence, Dialogue, and Social Cohesion project, which aims to strengthen inclusive civic engagement, social cohesion, and pathways for political revitalization across the West Bank (WB) and Gaza in a context of deep fragmentation, weakened political representation, and eroded public trust. This project is a grant from Expertise France with funding from the European Union, This media and advocacy consultancy is an activity under the Expertise France-funded project and is intended to support dissemination, outreach, and public engagement around project findings and outcomes. Introduction The Reclaiming Agency: Evidence, Dialogue, and Social Cohesion project responds to deep and persistent tensions within the Palestinian political and social sphere, driven by weak political representation, fragmentation, and a growing disconnect between the Palestinian public and its leadership. These dynamics have eroded trust, limited institutional responsiveness, and constrained the ability of civil society and media actors to contribute meaningfully to political revitalization and social cohesion. In Gaza, the devastation, displacement, and collective trauma resulting from the war have significantly intensified these challenges. At the same time, the post-ceasefire context has created an urgent opening for initiatives that can rebuild trust, strengthen social cohesion, and re-anchor civic engagement through locally grounded action. Youth-led media initiatives, journalists, and digital influencers play a critical role in shaping public discourse, amplifying inclusive narratives, and connecting communities under conditions of restricted civic space. Scope of Work One of the projects expected results is that inclusive dialogue and trust among stakeholders are strengthened through evidence-based, locally driven actions; the project translates evidence-based analysis into locally driven civic dialogue and advocacy. The media contractor will design, plan, and implement a national public advocacy campaign to promote the projects findings and outcomes among Palestinian audiences in the West Bank and Gaza. The campaign should use a mix of media tools and outreach channels, including digital platforms (for example Instagram, Facebook, and others as relevant in the Palestinian context), traditional media, and community-based communication networks, with an estimated aggregate reach of approximately 2,000,000 people. The contractor will also engage youth-led media initiatives, journalists, youth reporters, and digital influencers through a one-day advocacy workshop designed to help participants translate project findings into compelling, conflict-sensitive media narratives that promote social cohesion, national inclusion, and informed public debate. The contractors role will focus on producing media materials, campaign planning and implementation, outreach, visibility, documentation, and coordination with The Carter Center and project partners. The contractor will support, but not replace, broader project activities related to dissemination, verification of findings, public dialogue, and diplomatic engagement. Proposals should be designed within an estimated budget ceiling of approximately EUR 19,000 and should clearly indicate the level of effort, media products, outreach activities, and reporting that can be delivered to Carter Center and its partners within this amount. The contractor will work in coordination with The Carter Center (TCC), TCC Partners and in particular with Gaza Sub-grantee in Gaza Strip specialized in media. The contractor will report only to the Carter Center. Expected Outputs and Deliverables · The media contractor will design and oversee the implementation of media and advocacy activities in the West Bank and Gaza Strip in support of dissemination and verification of project findings at the national level. This may include media, visibility, documentation, outreach, and communications support related to project activities, including a public conference · The contractor will coordinate the effective dissemination of project media outcomes throughout the West Bank and Gaza Strip using different channels and platforms, including digital outreach, traditional media channels, and community communication networks; This may include: o Production of multimedia content including short videos, written articles, social media post in a conflict sensitive approach, o Multi-channel outreach campaigns including social media, radio and other relevant platforms, o Engagement of youth journalists, digital influencers, and youth reporters across West Bank and Gaza strip, o Continuous monitoring and documentation of outreach results. · The contractor will design, plan and implement an outreach campaign targeting Palestinian audiences in the West Bank and Gaza, with an estimated aggregate reach of approximately 2,000,000 people across all products. · For the purposes of this assignment, reach may include aggregate estimated exposure through social media impressions, online engagement, radio/TV audience estimates, partner dissemination, influencer amplification, and community communication channels. · The contractor will plan, prepare all materials for, and facilitate a one-day advocacy workshop to prepare youth media actors, journalists, influencers, and/or youth reporters for the campaign and promote the projects findings and outcomes. Workshop deliverables should include a draft agenda, participant list, facilitation plan, presentation/training materials, key campaign messages, and a short workshop summary documenting participation, discussion themes, and agreed next steps. · Branding and communication; All contentincluding banners, briefings, and other related materialsmust strictly adhere to the branding guidelines of the Project. Additionally, all materials should appropriately feature the logos of the donor and implementing organization. Duration · The assignment will run from June 01 - Sep. 20, 2026. · All final deliverables, including the final report, must be submitted by September 20, 2026, unless otherwise agreed with The Carter Center.
