Tenders are invited for Improvement of Provincial Road 3pv12 The Royal Government of Cambodia (RGC) has received financing from the Asian Development Bank (ADB) toward the cost of Road Network Improvement Project (Phase 2). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Ministry of Public Works and Transport (the Employer) invites sealed bids from eligible Bidders for the construction and completion of Improvement of Provincial Road 3PV12 (the Works). 3. Open Competitive Bidding (national advertisement) will be conducted in accordance with ADBs Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Have sound financial capability by having positive net worth for the last three (3) years (2022, 2023, and 2024) as evidenced through audited financial statements submission; Minimum Average Annual Turnover of USD27 Million (calculated as total certified payments received for contracts in progress or completed, within the last three (3) years; Must demonstrate to have financial resources to meet or exceed the total requirement for the subject contract of USD3.33 Million; Have participation in at least one (1) contract that has been successfully or substantially completed within the last five (5) years in road construction experience and that is similar to the proposed Improvement Works, where the value of the Bidders participation exceeds USD16 Million.
