Request for proposals for Improve Methane Emissions Measurement under the AKCMM Project in Indonesia. GGGI Indonesia Country Office is inviting eligible consulting firms or a consortium of firms to submit their proposals for the following scope of work: PROJECT BACKGROUND: ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) is a 3-year project to help reduce methane emissions in ASEAN countries. Funded by the ASEAN-Korea Cooperation Fund (AKCF), the project provides technical and financial support in the following four outputs: 1. Developing enabling policies and institutions, 2. Improving the measurement of methane emissions, 3. Designing, financing, and implementing methane reduction projects, and 4. Promoting regional dialogue and partnership The AKCMM project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the AKCMM project is implemented in cooperation with the Ministry of Environment (MoE), which serves as the ASEAN Working Group for Climate Change Focal Point for Indonesia. Based on the direction of the MoE, municipal solid waste (MSW) has been selected as the priority focus for AKCMM implementation in Indonesia, reflecting its significant contribution to national methane emissions. ASSIGNMENT OBJECTIVE: GGGI seeks to engage a competent consulting firm, a recognized university, or a research organization (hereinafter called Consultant) with expertise in methane emissions measurement. The Terms of Reference (ToR) is prepared under Output 2 of the AKCMM project Improving the measurement of methane emissions, with a specific focus on the municipal solid waste (MSW). In Indonesia, MSW landfills contributed to 9% of total methane emissions, as the second largest component in the waste sector. Methane is emitted from landfills as a major component of landfill gas (LFG), which is generated from the anaerobic decomposition of organic waste. LFG typically consists of approximately 5060% methane (CH) and 4050% carbon dioxide (CO), along with trace gases, and its release represents a significant source of greenhouse gas (GHG) emissions when not properly captured or managed. Methane emissions are estimated using the first-order decay (FOD) model, recommended by the Intergovernmental Panel on Climate Change (IPCC). The accuracy of the FOD model is highly dependent on the use of site-specific data, which are rarely available in Indonesia due to limitations in laboratory infrastructure and waste characterization data. A study of methane emissions inventory gaps conducted by GGGI has been completed, identifying key limitations in Indonesias national GHG inventory, which often relies on global default emissions factors. While some parameters used to estimate methane emissions particularly emission factors - are derived from local studies, the number of pilot cities is limited. This practice may not adequately reflect Indonesias wide geographic and socio-economic diversity, leading to underestimates or overestimates of actual methane emissions in national inventories. Based on the findings and recommendations of this gap analysis, the activities described in this ToR have been formulated to collect empirical data on methane from selected landfill sites in Indonesia. The data collected will contribute to improving the national GHG emissions inventory by providing local emissions factors.
