Statutory Tasks Such As Complaints Handling Come At The Expense Of Prevention And Development. Handling Appeals Is An Important Legal Security Task For The State Administrator. An Increased Intake Of Appeals Also Leads To Increased Processing Times In Several Offices, Which In Itself Poses A Risk To The Rule Of Law. In Addition, The Large Increase Means That The State Administrator Must Re-Prioritise The Use Of Resources For Complaints Processing, Which Comes At The Expense Of Preventive Work Such As Supervision And Guidance, And The Role Of Competence Center And Support Player For The Municipalities. The Assignment In This Procurement Is Aimed At Mapping The Reasons For The Increase Within The Various Specialist Areas, And Identifying Measures To Handle The Intake Of Appeals: • Part 1 Of The Assignment Is To Survey The Reasons For The Increase In Complaints. There Is A Need For Structured Knowledge Of The Development In Order To Implement Effective Measures. • Part 2 Of The Assignment Is To Identify Measures To Handle The Development Of Complaints. The Project Must Investigate, Evaluate And Propose Measures That Can Help To Establish A Room For Action To Handle The Development Of The Case. The Contractor Must Submit Two Separate Final Reports In Accordance With The Assignment Description For Both Parts 1 And 2. The Assignment Runs Until 31/05/2027.
