This Procedure Is Organized With A View To The Award Of A Private Project Management Contract As Part Of The Renovation Operation Of The “Halles” Building And The “Conferences” Building Of The Parc Expo In Mulhouse. The Contract Is Divided Into Several Phases (Articles R2113-4 To -6 Of The Ccp)  The Firm Phase Including The Studies And Work For The Renovation Of The “Halles” Building And The “Conferences” Building. O Concerning The Facades, The Design Of The Entire Project Up To The Apd Is Part Of The Firm Phase O Concerning The Other Elements Of The Program (Excluding Optional Tranches 1 To 3): The Firm Phase Includes The Exe 1, Syn 1 And Opc Missions Up To The Pro/Dce Phase.  An Optional Tranche 1 Concerning The Renovation Of The Facades Of The Hall Building: For The Pro/Dce, Exe1, Syn 1, Administrative Authorizations, Act, And Works Monitoring Study Missions  An Optional Tranche 2 Concerning The Replacement Of The Movable Walls Of The Halls Building: For The Pro/Dce, Exe1, Syn 1, Administrative Authorizations, Act, And Works Monitoring Study Missions  One Tranche Optional 3 Concerning The Replacement Of The Cta And The Improvement Of The Dissemination/Resumption Of The Conference Building: For The Pro/Dce, Exe1, Syn 1, Administrative Authorizations, Act, And Works Monitoring Missions  An Optional Tranche 4: Concerning The Exe 2 Mission  An Optional Tranche 5: Concerning The Syn 2 Mission  An Optional Tranche 6: Concerning The Opc Mission In Phase Works. The Firm Tranche Includes The Additional Missions Exe 1, Synthesis And Opc Up To The Pro/Dce Phase. The Choice Of The Legal Arrangement For The Award Of Works Contracts (Allotment, Macro-Lots, General Contractor) Will Be Made By The Apd. If The Moa Retains The Principle Of Carrying Out The Work Via A General Contractor, The Exe 2, Synthesis And Opc Missions Will Not Be Necessary. Otherwise, The Optional Tranches Could Be Strengthened. The Moa Reserves The Possibility Of Awarding One Or More Optional Tranches Linked To The Exe 2, Syn 2 And Opc Missions To Another Specific Service Provider (Dedicated Project Management Contract).
