Expression of Interest for Technical Advisory Services for Solid Waste Management Investments The assignment provides technical advisory and quality assurance support to the World Bank in supervising solid waste management (SWM) investments under the Local Service Delivery Improvement Project (LSDP). The central objective is to ensure that investments financed through the performancebased grant (PBG) mechanism are technically sound, fitforpurpose, and aligned with approved plans, standards, and local conditions. The scope comprises five main areas: First, the Consultant reviews the appropriateness of technology choices adopted by local governments. This includes assessing whether selected solutionssuch as composting, material recovery facilities, or landfill improvementsare suitable given waste characteristics, operational capacity, site conditions, and service needs. The Consultant also identifies risks of overdesign or operational complexity and advises on more suitable or simplified alternatives where needed. [ Second, the Consultant conducts a technical review of subproject design and readiness. This involves evaluating feasibility studies, detailed engineering designs, technical specifications, and cost estimates to ensure they are consistent with approved work plans and solid waste master plans. The focus is on technical adequacy, constructability, and alignment with local institutional and service delivery capacities. Third, the Consultant performs technical quality assurance of procured works, goods, and services. This entails verifying that infrastructure, equipment, and services delivered are consistent with approved designs, national standards, and sound engineering practices. The Consultant identifies deviations, deficiencies, or risks affecting performance, safety, or durability and recommends corrective actions. Fourth, the Consultant undertakes site-level inspections and performance assessments (spot checks) during construction, commissioning, and early operations. Through site visits or hybrid approaches, the Consultant assesses construction quality, readiness for operation, and risks affecting service delivery outcomes, including collection coverage and segregation performance. Finally, the Consultant provides knowledge support and technical guidance. This includes preparing guidance notes, checklists, and reference materials, participating in technical discussions with stakeholders, and documenting lessons learned and troubleshooting cases to support broader program learning and consistency across participating local governments. Overall, the role is that of an independent technical advisor to the World Bank, focused on strengthening the quality, feasibility, and sustainability of decentralized SWM investments under LSDP, without duplicating the roles of other project consultants involved in implementation or verification.
