Work Detail

The Subject Of The Procurement Is A Framework Contract For The Repair, Maintenance And Alteration Works Of The Facilities Managed By Omnia, The Espoo Regions Education Municipality, Where The Customer Is The Espoo Regions Education Municipality Omnia (Later Omnia, Procurement Entity). The Estimated Value Of The Acquisition Excluding Vat During The Entire Contract Period (Including Any Option Years) Is 4,000,000 Euros. The Acquisition And The Value Of The Acquisition Is Divided Into Sector-Specific Sub-Assemblies As Follows: Part 1 Construction Technical Works: 600,000 Euros/Year (Vat 0%)Part 2 Electrical Works: 200,000 Euros/Year (Vat 0%)Part 3 Hvac Works: 200,000 Euros/Year (Vat 0%) The Framework Arrangement Has A Temporary Duration Of Four (4) Years. The Actual Contract Period Of The Framework Arrangement Is Valid For A Fixed Period Of Two (2) Years, And The Contract Can Be Extended For A Maximum Of Two (2) One (1) Year Option Periods, So That The Procurement Unit Decides On The Options Introduction With A Separate Decision. The Contract Period Enters Into Force At The Earliest When The Procurement Decision Has Become Legally Binding Or When The Market Court Has Given The Contract An Enforcement License And The Contracting Parties Have Signed The Framework Contract. The Customers Goal Is For The Procurement Contract To Enter Into Force In August 2026. A Maximum Of Three (3) Contractors Will Be Selected For The Framework Arrangement. The Selection Of Contractors For The Framework Arrangement Takes Place In The Order Of Affordability According To The Reference Prices By Sub-Unit. The Reference Price Of The Offer Is Calculated In Such A Way That The Prices Stated In The Price Sheet Are Weighted With The Weights Of The Price Sheet And Added Together. If There Are Fewer Than Three (3) Bids In The Sub-Entity, All Contractors Who Have Submitted A Bid In Accordance With The Request For Tender And Meet The Suitability Requirements Set Out In This Request For Tender Will Be Selected For The Sub-Entity. The Works Included In The Sub-Entities Are Indicated At A Rough Level In The Tender Documents. The Customer Has The Right To Acquire All Such Works With The Framework Arrangement, Which Can Be Considered As Belonging To The Totality Of The Works Described In The Title Of Each Sub-Entity. The Limit Values ​​Within The Framework Arrangement Are As Follows: Construction Technical Works €60,000 (Vat 0%), Electrical Works €60,000 (Vat 0%) And Hvac Works €60,000 (Vat 0%). Under The Limit Values ​​Within The Framework Arrangement, The Contracts Are Ordered By The Customer In Order Of Priority. Alternatively, The Customer Can Use Simplified Tendering For Contracts That Fall Below The Limit Values ​​And Request Offers From The Contractors Selected For The Sub-Assembly. Contracts That Exceed The Internal Limit Values ​​Of The Framework Arrangement Are Procured By The Customer By Implementing A Simplified Tendering Process (Mini-Tendering) Among The Contractors Selected For The Sub-Set. The Overall Economic Affordability Is Used As The Selection Criterion For The Mini-Competition Within The Framework Arrangement, The Comparison Criterion Is The Cheapest Price. The Basis For Using Price Alone Is That Quality Is Taken Into Account In The Procurement Eligibility Requirements, Minimum Quality Requirements And Contract Terms. For The Tenderers Selected For The Framework Arrangement, It Is Therefore Sufficient That The Procurement Unit Has Determined The Minimum Requirements For Tenderers And Services. The Work Will Be Carried Out In Properties Managed By Omnia, Which Are Mainly Located In The Espoo-Kirkkonummi Area. The Framework Arrangement Also Covers Possible New Sites To Be Commissioned During The Contract Period. Project Management, Design Work And Contract Programs Are The Customers Responsibility, I.E. The Procurement Does Not Include Related Work. Large New Construction And Renovation Projects Are Procurements Outside The Contract And Are Tendered Separately (E.G. Construction Engineering Contracts Worth At Least 1.5 Million Euros). The Volume Data Stated In The Tender Request Are Estimates That Do Not Bind The Procurement Entity In Any Way. The Customer Orders The Works Covered By The Framework Agreement As Separate Assignments, For Which A Written Order Is Made. The Framework Arrangement Does Not Include Quantity Purchase Obligations On The Part Of The Customer, And The Framework Arrangement Does Not Constitute An Exclusive Right For The Contractor To Provide The Customer With Services In Accordance With The Framework Agreement. The Tenderer Can Offer For One Or More Sub-Assemblies. Alternative, Parallel, Partial Bids Within Sub-Assemblies Or Bids Contrary To The Request For Bids In Any Other Way Will Not Be Accepted. The Procurement Unit Has The Right To Check The Information Provided By The Bidder In The Tender Documents Before Making The Procurement Decision. Bids That Are Contrary To The Request For Bids, Submitted Late Or Otherwise Incorrectly Will Not Be Accepted.
