Sewage, Refuse, Cleaning And Environmental Services – Udviklingselskabet By & Havn I/S Tender For Framework Agreement On Environmental Monitoring. The Tendered Framework Agreement Concerns Technical Advice And Assistance In Relation To Udviklingsselskabet By & Havn I/S (Hereinafter Referred To As Client) Fulfilling Its Obligations To Carry Out The Construction Of Lynetteholm In Accordance With The Act On Construction Of Lynetteholm (Act No. 1157 Of 8 June 2021), Including Completed Environmental Impact Assessments And The Implementation Report. The Client Has Prepared An Overall Environmental Impact Assessment, Which Includes An Assessment Of Environmental Impacts During The Construction And Operation Phase Of Lynetteholm. The Environmental Impact Assessment Contains Proposals For Preventive Measures, Which Must Minimize The Impact On Nature And The Environment, And Proposals For A Monitoring Program, Which Must Show Whether There Is An Unintended Impact On Nature And The Environment. In The Implementation Report, It Is Explained How The Care For The Environment And Nature As Well As The Implementation Of Mitigation Measures Will Take Place In Consideration Of The Relevant Environmental And Nature Interests Affected By The Construction Project. According To The Implementation Order, The Client Must Monitor The Impact Of Construction Workers On Sediment Conditions And The Impact On Water Quality During The Construction And Operation Phase. The Client Must Also Carry Out Monitoring Of Bottom Vegetation And Bottom Fauna Around Lynetteholm. These Obligations Have Resulted In A Monitoring Program Which Monitors Several Parameters Such As Animals, Plants And Water Quality, So That It Is Continuously Ensured That The Applicable Environmental Requirements Are Met. The Environmental Monitoring Program Has Been Implemented Since The Beginning Of The Project, And Must Continue To Be Implemented In The Coming Years. Furthermore, As A Condition For The Construction And Operation Phase, The Ordering Party Is Obliged To Document To The Supervisory Authority That Necessary Measures For The Discharge Of Nitrogen (N) And Phosphorus (P) Have Been Laid Down In A Binding Plan, Which Ensures That The Discharge Will Not Entail A Deterioration Of The Ecological State Of The Coastal Waters Or Prevent The Fulfillment Of The Environmental Objective Of Good Ecological State In 2027 And Later. The Advisor Must, Among Other Things, Assist With This. The Framework Agreement Relates To The Provision Of Technical Advice And Assistance In Connection With Environmental Monitoring At Lynetteholm, Including I.A. Assistance With Implementation Of The Environmental Monitoring Program And The Binding Plan Approved By The Municipality Of Copenhagen As Well As General Services Within Recipient And Coastal Technical Studies In Relation To Lynetteholm And The Nearby Area. The Framework Agreement Includes, Among Other Things Technical Advice And Assistance To The Client Regarding: • Marine Monitoring • Regional And Local Water Change • Water Quality And Bathing Water Quality • Sediment Spillage And Environmentally Friendly Substances • Review Services • Media Handling, Including Public Written And Oral Statements In Support Of The Consultants Professional Assessments The Tendered Framework Agreement Enters Into Force On 1 January 2027. Prior To The Framework Agreement Coming Into Force, The Consultant Must Carry Out Any Purchases And Other Preparatory Actions That May Be Necessary For, That Environment
