The name CESVI, which stands for Cooperazione, Emergencia e SVIluppo (Cooperation, Emergency and Development), reflects its philosophy of action, focused on promoting the protagonism of the beneficiary communities to promote their own progress. In this way, international aid is not limited to a temporary charitable action, but seeks to promote authentic sustainable development in the most needy populations. CESVI is part of the international network Alliance 2015, created in 2000 with the aim of halving extreme poverty in the world by 2015, within the framework of the Millennium Development Goals. This network is made up of seven European non-governmental organisations: Concern (Ireland), Welthungerhilfe (Germany), Hivos (Netherlands), Ibis (Denmark), ACTED (France), People in Need Foundation (Czech Republic) and Ayuda en Acción (Spain) Cesvi in Colombia Cesvi has been present in Colombia since 2019, carrying out project-based interventions for emergency, rehabilitation, livelihood development and protection. These actions respond to the most urgent needs of vulnerable populations located in the north of the country and the Pacific coast region. Among the groups that benefited the most are migrants, Colombian returnees, as well as people in situations of high vulnerability, especially the attention to victims of the internal armed conflict, women victims of gender-based violence (GBV), women heads of households, adolescents, children, among others. About the project The purpose of the project is to provide in-kind food assistance to the population victim of the armed conflict belonging to rural communities in the municipality of Ciénaga, Magdalena, affected by dynamics of displacement and vulnerability associated with the context of violence. The intervention includes three food deliveries adjusted to the composition of each household, with a projected coverage of 1,137 people corresponding to 407 households in the communities of La Secreta, La Tigra, La Mojana and Cerro Azul. In a complementary way, the project incorporates actions of focusing, community outreach and Communication with Communities (CwC), aimed at ensuring that the care process is developed in an informed, organized manner and with clear feedback mechanisms for the participating population Purpose of the consultancy Provide professional services to technically, operationally, and administratively coordinate the implementation of the in-kind food assistance project aimed at the population victim of the armed conflict in rural communities of the municipality of Ciénaga, Magdalena, ensuring adequate planning, articulation, monitoring, and reporting of the activities of targeting, Communication with Communities (CwC), and distribution, in accordance with the guidelines established by CESVI and the Program World Food Organization (WFP). Activities and products Main activities Prepare and implement the operational plan of the intervention, articulating the activities of targeting, CwC, storage, transport and distribution of food. Coordinate the comprehensive implementation of the project in the prioritized communities, ensuring compliance with goals, times, and technical and operational requirements. Articulate the work of the consulting team and the support staff linked to the operation, promoting an orderly and efficient execution. Accompany and supervise the targeting and validation processes of beneficiary households, in accordance with the criteria defined by the project. Coordinate the implementation of Communication with Communities (CwC) activities, guaranteeing the adequate socialization of criteria, care routes, rights, and feedback channels. Monitor the logistical operation of the project, verifying that the storage, transport and distribution processes are carried out according to the established planning. Coordinate the three cycles of distribution of food assistance in kind provided for by the intervention. Maintain coordination with WFPs, local authorities, community actors, and other relevant bodies for implementation. Consolidate technical, operational and administrative information of the project for the preparation of reports and follow-up reports. Identify risks or contingencies that may affect execution and propose timely response measures. Expected products Consultancy work plan, including detailed targeting schedule, CwC and deliverables. Community targeting and validation report, with support for the process carried out. Three operational distribution reports, one for each delivery cycle, with consolidated progress, news and support. Final report of the consultancy, including results achieved, operational balance, main alerts, lessons learned and recommendations. Required Profile Essential requirements Education Professional in social sciences, administration, industrial engineering, economics, logistics, territorial development or related areas. Experience Minimum experience of 3 years in coordination or management of social, humanitarian or cooperation projects, with experience in operational articulation in the field. Competencies: Technical, soft and languages. Ability to plan, operational coordination, follow-up, report, manage actors, solve problems and focus on results. Desirable requirements Experience Experience in food assistance projects, care for victims of the conflict, work in rural areas and relationship with agencies of the UN system, especially WFP. Payment Payments are based on delivery, any product that does not meet the required specifications will have to be reworked and reshipped at no additional cost. The proposed payment schedule is on a monthly basis (Closed Month), within the closure of the project and/or termination of the contract, payments will be made after the submission of progress reports on the completed tasks, compared to the expected results, based on the report and satisfactory performance, the payments will be certified by the supervisor. 4. Proprietary Rights CESVI shall have all proprietary rights, copyrights and trademarks, with respect to material that has a direct relationship with the services provided to the organization as an employee, or that is made as a result thereof. 5. Termination of the contract Either party may terminate this Agreement prior to the expiration date of this Agreement by giving written notice to the other party. In the event of termination due to misconduct or in the event of termination due to poor performance by the worker, CESVI shall be entitled to terminate the contract without prior notice. 6. Condition of Attachment Subject to Donor Approval Linkage for this Position will be subject to final approval of funds by the donor and formal confirmation of the start of the project. Consequently, the selection process will be able to advance in its different stages; however, effective contracting will only be formalized once the corresponding financial and contractual approval is obtained.
