The Arge Solidarischer Flood Protection E.V. Intends To Procure A Modular Digital Early Warning System For The Early Detection And Forecasting Of Flood, Heavy Rain And Drought Events In The Arge Area. The System Should Include A Sensor Network In The Field, A Central Data Platform, A Digital Situation And Data Forecast Model And A Multi-Channel Warning And Communication System. Procurement Takes Place In Two Service Phases: 2.1. Service Phase 1 – System Construction And Test Operation  Conception And Planning Of The System Architecture  Construction Of A Sensor Network  Setup Of The Data Platform And Interfaces To Existing Data Sources  Test Operation And Validation Of The System Functionality 2.2. Performance Phase 2 - Data Forecast Model-Supported Analysis, Forecast And Expansion  Development And Integration Of A Data Forecast Model For Evaluating The Sensor Data  Use Of Machine Learning Methods To Improve Forecasts Of Heavy Rain, Runoff And Flood Developments  Transition To Permanent Operation As Well As Maintenance And Further Development Of The System. The Aim Of The Project Is To Extend Advance Warning Times, Improve The Basis For Decision-Making For Emergency Services And Sustainably Strengthen The Regions Climate Resilience.
