Wsrl Wishes To Enter Into A Framework Agreement With A Maximum Of Five (5) Companies That Are Capable Of Carrying Out All Research Phases Of Archaeological Investigation Of Terrestrial Soils Of The Protocols Below: - Schedule Of Requirements (Protocol 4001); - Desk Research (Protocol 4002); - Inventory Field Research (Protocol 4003); - Excavation (Protocol 4004). Cpv 71351914‑3 – Archaeological Services (Services) Cpv 45112450‑4 – Excavation Work (Works) Excavation (Protocol 4004): This Work Falls Within The Framework Of The Procurement Act And Directive 2014/24/Eu Under Works, Due To Its Physical And Drastic Nature: - Systematic Excavation And Removal Of Soil Layers With Archaeological Remains. - Leads To An Irreversible Physical Intervention In The Soil. In The Sense Of Procurement Law, This Is Regarded As A Work, Because It Concerns The Execution Of Earthworks With A Material Result (The “Realization” Of An Excavation Result). In Practice, Excavation Is Sometimes Contracted Out As A Service, But Legally It Is Clearest To Classify It As Work, Especially In The Case Of Large-Scale Or Infrastructurally Linked Excavations. If Only Excavations (Protocol 4004) Applies To A Further Assignment, This Work Will Be Carried Out In Accordance With The Uav Or Uav-Gc. This Will Be Stated In The Further Quotation Request. Outside The Scope Of The Framework Agreement - Protocol 4006 (Specialist Research) And 4010 (Depot Management) Are Outside The Scope Of This Tender. - The Archaeological Research Of Waterbeds Is Not Part Of This Framework Agreement. The Plot Scheme Is Used For The Archaeological Research Of Aquatic Sediments (For An Explanation, See Section 1.4.1 Of The Guideline). Wsrl Intends To Conclude A Framework Agreement With The Five (5) Tenderers Who Meet The Stated Formal Requirements, Exclusion Grounds And Suitability Requirements And Who, Based On The Lowest Price Award Criterion, Are Among The Five Best Tenders. Wsrl Requests Further Quotations Within The Framework Agreement. How A Further Contract Is Concluded And The Way In Which A Further Contract/Agreement Is Awarded Is Described In Section 4.10 Of The Guideline. The Framework Agreement Has A Term Of Two (2) Years. Optionally, It Is Possible To Unilaterally Extend The Framework Agreement Two (2) Times For One (1) Year Under The Same Conditions. The Scope Of This Framework Agreement Over The Term Of Four Years Cannot Be Estimated In Advance For Wsrl. Therefore, No Guarantee Can Be Given About The Number Of Orders To Be Issued Or Their Nature. Based On Historical Data (Section 1.3.3 Of The Guidelines) And Budgets, The Estimated Total Size Has Been Set At € 1,000,000 Excluding Vat. If The Total Value Of The Orders Exceeds The Estimated Value, Wsrl Has The Option To Cancel The Orders Within The Framework Agreements.
