Tenders are invited for Consultancy Services for Preparation of Feasibility Study on Distribution Network Reinforcement for Zanzibar and Loss Reduction Strategy for Zeco..3.1 Objective of the Study The primary objective of the consultancy services for Feasibility Studies on Distribution Network Reinforcement for Zanzibar and Loss Reduction Strategy for ZECO is to obtain a working documents which will guide the development and implementation of distribution projects to cater for constant increase of power demand in Zanzibar (Unguja and Pemba) and reduce losses to the long distribution lines in the most effective and sustainable manner possible by integrating environmental and social considerations in the planning and decision making process. 3.2 Scope of the Consultancy Services: The scope of the consulting services shall include, but not limited to the following: i) Review the status of the existing infrastructure of generation, sourcing transmission and distribution of ZECO to establish its current line loading, technical losses and its capability for power distribution to customers. ii) Conduct site visits to Zanzibars all regions, districts and network locations to collect, review and assess the data of at least previous 2 years related to status of the equipment in the substations and distribution lines in terms of loading, age, equipment health, functional status of meters and compatibility with deployment of the state of art technologies in operating power systems. iii) Collect the necessary data (digital & physical) and carry out load forecasting for 5 years (short term), 10 years (medium term) and 25 years (long term) using industry standard softwares & latest techniques. iv) Carry out the technical feasibility with economic & financial viability of Distribution Network Reinforcement in consideration with the incoming submarine power cable and other associated generation projects in Zanzibar. v) Assess and recommend appropriate Distribution Network Reinforcement in Zanzibar to adopt the smart grid technology for new and existing network. vi) Identification & Quantification of Losses in Power Distribution Networks operated by ZECO across all of Zanzibars regions and districts with high accuracy vii) Determination of energy flow at all voltage levels & network areas including input energy, consumption, identification of areas related to energy leakage, high lossmaking areas, revenue deficit areas, overloaded segments of network and computation of loss viii) Propose solutions for Power Networks with Loss Reduction Strategies while integrating environmental and social considerations in the planning and decisionmaking process (technical and non-technical) for ZECO. ix) Preparation & Recommendation of customized SOPs, Best Practices and Action Plan for implementation by ZECO based upon existing organizational structure for continuous improvement of network efficiency & loss reduction x) Conduct workshops to all stakeholders with leading technology vendors to transfer information about the latest innovations and technological trends and utilize most feasible ones. xi) Prepare recommendations for expansion and rehabilitation of the existing generation, transmission and distribution networks to accommodate the demand growth incorporating the future development program in all aspects. Feasibility Study on Distribution Network Reinforcement for Zanzibar and Loss Reduction Strategies for ZECO 10 4 PHASES OF THE STUDY To achieve the study objective outlined above, the study will be carried out in three phases as follows: Phase I - Study on the existing Network scheme, selection and preliminary design of the preferred scheme, Phase II - Feasibility Study on the preferred scheme including environmental and social aspects, and Phase III - Conceptual design including Loss Reduction Strategies. 4.1 Phase I: Study on the Existing Network, Selection of the Preferred Scheme and Preliminary Design The Consultant shall: Study the existing network and evaluate different alternatives to select the preferred scheme on transmission and distribution network, considering the incoming submarine power cable and other associated generation projects in Zanzibar. Carry out optimisation studies for the same to recommend the best technical and economical solution for this Distribution Network Reinforcement towards Loss Reduction under ZECO network. The Consultant shall carry out optimization studies for the different alternatives to select the preferred scheme. The analysis of the different options will be presented to TANESCO and ZECO representatives for review and comments before the final study of the recommended option is undertaken. The consultant shall carry out feasibility study for transmission lines, distribution lines and associated switching stations. The impact of the planned incoming new submarine power cable and generation projects shall also be considered in this study. 4.1.1 Data Collection and Review The Consultant shall visit Zanzibar (Unguja and Pemba) to collect all information and previous study reports if available pertaining to the project and recent data on existing facilities, power demand, expansion plans, maps etc. The consultant shall review consistency of basic economic assumptions. Consultant shall review among others, the national power master plan for Zanzibar and how their recommendations impact on this study. The Consultant shall review the technical options selected in the light of technological changes and make reports with appropriate maps showing the locations of the network nodes i.e substations/switching station. All data collection and analysis activities must be harmonized with other on-going projects /studies in Zanzibar. Tender Link : https://www.tanesco.co.tz/current-tender
