Tenders are invited for Consultant to Develop a Minimum Package of HIV, TB, Hepatitis and Harm Reduction Services in Prison Settings 1. Objectives The consultant will be responsible for defining and validating a comprehensive minimum package of HIV, TB, hepatitis and harm reduction services for prison settings. The objectives of the assignment include: Reviewing national policies, strategies, and existing service delivery models related to HIV, TB, hepatitis and harm reduction. Assessing current gaps, challenges and opportunities in the provision of health services in prison settings. Identifying key stakeholders and establishing mechanisms for effective consultation and validation. Defining a standardized minimum service package aligned with national health standards and WHO guidance. Ensuring the integration of human rights, gender sensitivity and continuity of care principles. Facilitating stakeholder validation of the proposed service package. 2. Scope of Work The consultants tasks will include: Review relevant documentation, including national guidelines, policies, WHO guidance, and international best practices. Conduct interviews and consultations with key stakeholders, including government entities, prison health services, CSOs, and community representatives. Analyze the current service delivery landscape in prison settings to identify gaps and priorities. Develop a draft minimum package of HIV, TB, hepatitis and harm reduction services, including prevention, testing, treatment, care, and support components. Ensure alignment with national health standards, policies, and existing health system frameworks. Incorporate cross-cutting components such as mental health, gender, stigma reduction and continuity of care post-release. Facilitate a validation workshop with key stakeholders to review and refine the proposed package. Revise and finalize the minimum service package based on stakeholder feedback. Develop implementation considerations, including operational guidance and recommendations for scale-up. Draft a final report summarizing the methodology, findings, and validated service package. 3. Deliverables The consultant will be expected to deliver the following: Inception Report, including detailed methodology, workplan, stakeholder mapping, and data collection tools. Desk review and situational analysis report outlining current services, gaps and opportunities. Draft minimum package of HIV, TB, hepatitis and harm reduction services for prison settings. Validation workshop report, including stakeholder feedback and recommendations. Final validated minimum service package aligned with national standards and WHO guidance. Final report summarizing the process, findings, and recommendations. Duration of Assignment The duration of this assignment shall not exceed 15 days with effect from 18 May 2026 and concluding no later than 30 September 2026. The Consultant/s will be based locally. Evidence of rate history from previous consultancies in the past three years is required. The final amount will be agreed by all parties before a contract is issued.
