To Advance This Vision, The City Has Established A Public Safety Department Responsible For Leading Core Safety Operations (Including Policing, Fire Services, Emergency Management, And Bylaw Enforcement) And Integrating Public Safety Functions Across City Departments.The City Is Undertaking The Development Of A Comprehensive Public Safety Strategy (“Strategy”), To Be Delivered In 2027. The Strategy Will Align City Services, Community Partnerships, And Evidence‑Based Approaches To Enhance Safety, Well‑Being, And Resilience Across Surrey.The Strategy Will Build On Prior City Plans And Frameworks, Including But Not Limited To:•Surrey City Council Policing Priorities (2026)•Surrey Excels•Surrey 2050 (Official Community Plan)•Vision Zero (2019–2023)•Public Safety Strategy – Taking Action Together (2017)A Central Pillar Of The Strategy Is Meaningful, Inclusive, And Representative Engagement With Residents, Indigenous Partners, City Staff, External Agencies, And Community Stakeholders. Through This Rfp, The City Is Seeking To Procure A Qualified Engagement Lead To Design And Deliver This Engagement Work.Purposethe Purpose Of This Rfp Is To Retain A Third‑Party Consultant (“Proponent”) To:•Develop A Partner And Stakeholder Engagement Plan Aligned With City Protocols;•Design And Facilitate Engagement Activities, Including Public Consultation And Targeted Stakeholder Engagement; And•Deliver A Comprehensive Engagement Findings Report That Will Directly Inform The Final 2027 Public Safety Strategy.Project Objectives (Engagement Focus)The Engagement Consultant Will Support The Broader Strategy Objectives By Ensuring That Engagement Activities:•Help Establish A Shared Vision Of Public Safety Rooted In Prevention, Community Wellness ,And Core Service Delivery;•Reflect Diverse Public, Partner, And Staff Perspectives On Risks, Gaps, And Opportunities In Public Safety;•Meaningfully Include Indigenous Partners, Using Culturally Appropriate And Relationship‑Based Approaches;•Incorporate Insights From Frontline Service Providers And Community Organizations;• Are Inclusive, Accessible, And Representative Of Surrey’S Diverse Population; And• Build Legitimacy, Transparency, And Trust In The Resulting Strategy.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp.
