The Finnish Museum Agency, Suomenlinna Administration Department (Procurement Unit) Tenders The Overall Contract (Contract) For The Construction Phase Of Building Technical Renovation Of Suomenlinna Building C84 In Accordance With This Request For Tenders And The Documents Attached To It. Building C84 Is Located In Suomenlinnas Iso Mustasaari Garrison Quarter. This Two-Story Barracks Was Completed In 1841 And Completely Renovated In The 1970S, When It Was Converted Into A Civilian Apartment Building. There Are 14 Apartments In The Building. Suomenlinna Is One Of The Unesco World Heritage Sites In Finland. The Ely Center Has Ordered Suomenlinna To Be Protected On January 27, 2020, Pursuant To The Act On The Protection Of Built Heritage (498/2010). In The Building Protection Decision, Building C84 Belongs To Protection Class S2. Regulation: The Appearance Of Class S2 Buildings Must Be Preserved. The Measures Must Be Conservative, Restorative, Or Otherwise Suitable For The Characteristics Of The Objects. These Include E.G. Renewal Of Wet Rooms, Improvement Of The Moisture Technical Function Of The Subfloor, Renewal Of The Ventilation System, Heating, Water And Drainage System And Electrical Technology. The Current Mechanical Exhaust Ventilation Will Be Changed To Gravity For The Apartments. The Construction Phase Will Be Implemented In 2026-2027. A Separate Protection And Demolition Contract, During Which Building Parts To Be Stored Were Removed And Building Parts Marked For Demolition In The Documents Were Demolished, Has Been Completed In March 2026. The Demolition Work Also Included Removal Of Harmful Substances. The Demolition Work Included In The Construction Contract Is Marked In The Plans. Before The Demolition Work, Protections According To The Protection Plan Have Already Been Made (Not Part Of The Contract). The Implementation Planning Of The Project Has Been Completed. The Project Has Been Granted A Building Permit For 07/2023. The Form Of The Contract Is A Fixed-Price Total Contract. The Starting Point Is The Plans Made By The Designers Hired By The Procurement Unit. The Construction Contractor Acts As The Main Implementer As Intended By The Legislation, Who Appoints A Responsible Foreman Approved By The Building Supervision. The Construction Contractor Cannot Be A Different Company From The Main Contractor. A Subcontractor Can Be Used For The Work, But This Must Be Agreed Upon Separately. The Subcontractor Must Meet The Same Professional Qualification Requirements That The Tenderer Appointed As The Main Contractor Has For Both The Company And The Key Personnel. The Contract Is Divided Into Two Phases, Which Are Tendered Once. However, The Procurement Unit Only Commits To The Procurement Of The First Phase, And The Second Phase Is An Option In The Procurement. The Offer Must Be Submitted Separately For These Two Construction Phases, Of Which The Contract Content Of The First Phase Is Defined In Appendix 5. The Second Phase Includes All Other Work Phases Specified In The Calculation Documents, Completed. The Condition For The Use Of The Option, I.E. The Implementation Of Phase 2, Is That The Procurement Unit Has Been Assigned A Sufficient Level Of Funding In The State Budget To Implement The Procurement Object.
