Tenders are invited for Procurement of Items to Support Youth Led MSEs Affected by Heavy Rains and Disease Outbreak in Poultry in Project Districts of Rulindo, Kayonza, Huye and Nyamagabe. About the project CARE International in Rwanda, along with consortium partners Duharanira Amajyambere YIcyaro (DUHAMIC-ADRI),Pro-Femmes/ Twese Hamwe (PFTH), Association of Micro Finance Institutions Rwanda (AMIR), and URWEGO Finance secured 5- year project (2023 2027) entitled Supporting and Enhancing Resilient and Viable Employment Opportunities) SERVE funded by the Mastercard Foundation which aimed at building a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda. 3 .Rationale Disease outbreak mainly new castle in poultry and heavy rains accompanied by strong winds occurred in SERVE project districts of Rulindo, Kayonza, Huye and Nyamagabe in April 2026 causing significant damage to agricultural activities in the area and death of 7,400 birds. The SERVE supported activities that were affected by the rain include: 9000 kgs of Chili, 36,448 Kgs of tomatoes and 5,160 kgs of rotational crops. The crisis affected 102 MSEs (71 females, 31 males) project participants aged 18 - 35 years. The crisis led to loss of income, and rising uncertainty about the future of project participants business plans as many depend on agriculture and poultry businesses. If not supported, affected youth risk falling deeper into poverty, dropping out of project, and facing long-term livelihood challenges. It is in this respect that SERVE project activated crisis modifier fund to support the affected youth through procurement and distribution of agricultural inputs (seeds, fertilizers and pesticides) and poultry feeds, vaccines and medicines 4. Objectives The overall objective is to support youth affected by disease outbreak in poultry and heavy rains to recover affected youth businesses that contribute income growth and employment. Specifically, the project intends to provide immediate support to youth led MSEs who lost their birds and crops due to heavy rains and Newcastle disease outbreak in poultry for business continuity. 5. Support approach and duration The procurement process will be managed by CARE within one-month effective May 2026. Distribution of procured items will be done immediately in close collaboration with local authorities, implementing partner of the project DUHAMIC ADRI, farmer promoters and affected youth to ensure transparency and ownership.
