Tenders are invited for Consultancy for the Technical, Pedagogical and Methodological Redesign of the Emergency Education (EiE) Guide. Closing Date: 19 May 2026 To technically, pedagogically, and methodologically update the NRC Emergency Education booklet by segmenting it by age groups, strengthening the protection approach, and incorporating updated content on risk prevention and socio-emotional skills, ensuring its alignment with the standards defined by the INEE (National Institute for Educational Evaluation), as well as with the cultural particularities of the context, guaranteeing its relevance, accessibility, and adaptability for children and adolescents affected by humanitarian crises. This update should include recommendations on the booklets design for the two identified age groups. Specific objectives include: To adapt the content of the booklet pedagogically and didactically by segmenting it by age cycles, adopting a trauma-informed care approach, and adjusting language, activities, and levels of complexity, ensuring its relevance to the different stages of development of children and adolescents. Strengthen the protection and risk prevention approach by incorporating an empowerment focus and updated content on context-related risks (recruitment, trafficking, digital risks, and exposure to explosive devices), as well as clear guidance on protection pathways and safe behaviors. The booklet should integrate the community self-protection approach with the child and adolescent protection approach. Maintain and strengthen cross-cutting approaches to inclusion, gender, ethnicity and diversity, ensuring equitable representation in content and adaptation of material to cultural and territorial contexts and populations with special educational needs during humanitarian crises. How to apply 1. Legal Entity: Legally established company or consulting firm in Colombia, with current registration with the Chamber of Commerce or competent authority. Capacity to issue legal invoices in accordance with current Colombian tax regulations. 2. Natural Person: Independent professional, Colombian or foreign, with a valid work permit in Colombia, with active registration in the Single Taxpayer Registry (RUT) with the DIAN (National Tax and Customs Directorate). Capacity to issue electronic invoices or equivalent documents, in accordance with current Colombian tax regulations. Current affiliation with the Comprehensive Social Security System (health, pension, and occupational risks), as established by Colombian legislation for contractors. Experience: Minimum 5 years of experience in the design, development, or evaluation of educational materials, preferably in humanitarian, educational, or international cooperation contexts. Experience developing pedagogical tools for children and adolescents. Proficiency in hosting shared documents for real-time feedback. Knowledge and/or experience in aligning with international standards and frameworks, such as INEE, child protection, or other related standards. Experience in the technical review and validation of content, including aspects of quality, pedagogical relevance, and copyright compliance. Knowledge and proficiency in the appropriate use of existing or AI-generated pedagogical materials for proper referencing and crediting, in compliance with international standards. Demonstrated ability to prepare technical reports, pedagogical documents, and editorial products. 4. Competencies: Educational Psychologist/Pedagogue specializing in child development. Knowledge of child protection, with an emphasis on trafficking, recruitment, and conflict-related risks. Experience in developing child-centered materials. Experience in developing materials for vulnerable populations and knowledge of the trauma-based approach. Critical and strategic analysis to evaluate the impact, efficiency, and effectiveness of projects. Writing structured, evidence-based technical reports. Experience working in multicultural environments, with experience in diverse geographic and social contexts.
