Request for proposals for Consultancy for the Analysis of Six Priority Value Chains and Design of Ecosystem-based Adaptation (EbA) Measures in Cesar Department GGGI Colombia invites eligible firms/entities to submit proposals for the following assignment: Consultancy for the Analysis of Six Priority Value Chains and Design of Ecosystem-based Adaptation (EbA) Measures in Cesar Department. GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can support climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted by means of CONPES 3934 of 2018). One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass. In that regard, GGGI supported the Ministry of Science, Technology and Innovation - MinCiencias, the National Planning Department, and other stakeholders in the technical design and concertation of the National Bioeconomy Mission Para una Colombia Potencia viva y diversa: hacia una Sociedad impulsada por el conocimiento. GGGI was awarded funding by the Canadian Embassy in Colombia by the Department of Foreign Affairs, Trade and Development, to implement the project, Gender-Responsive Ecosystem-Based Adaptation: Transforming Cesars Sustainable Future. The project aims to strengthen the institutional capacity of local governments and key stakeholders to manage climate risks and implement effective adaptation measures. Through targeted technical assistance, the project will support the development of gender-responsive climate policies, promote multi-level governance with active community participation, and enhance monitoring and evaluation capabilities. By fostering sustainable economic activities, the initiative seeks to reduce vulnerability to climate risks, expand income opportunities, generate employment, and build long-term economic resilienceaddressing both immediate climate challenges and broader poverty reduction goals. Using an Ecosystem-based Adaptation (EbA) approach, the project will restore degraded landscapes, improve agricultural practices, and enhance the functionality of critical ecosystems such as tropical dry forests and wetlands. These ecosystems play a key role in regulating water cycles, stabilizing soils, and providing essential ecosystem services for climate adaptation. The interventions will strengthen local food systems by improving soil health, increasing productivity, and reducing vulnerability to droughts and extreme weather events. EbA actions will also contribute to carbon sequestration, helping to mitigate greenhouse gas emissions while building climate resilience. The Projects outputs include, but are not limited to: Strengthened institutional capacities at national and subnational levels to support informed decision-making throughout the planning, implementation, monitoring, and evaluation of climate change adaptation and just transition measures in Cesar. This will be achieved through participatory processes that actively involve local communities and prioritize gender and youth inclusivity, focusing on the five municipalities to integrate the mining corridor: Agustín Codazzi, Becerril, Chiriguaná, El Paso, La Jagua de Ibirico, and Bosconia as a municipality with potential to scale the logistics process Provision of technical assistance to selected women- and youth-led local organizations and MSMEs, enabling them to access investment opportunities and design climate-resilient initiatives that are economically viable and scalable. This includes the structuring and operationalization of a guarantee facility under Colombias National Guarantee Fund to improve access to finance for Ecosystem-based Adaptation (EbA) solutions and other sustainable economic activities. Capacity building for local financial institutions (LFIs) to develop nature-related risk mitigation strategies and financing mechanisms, thereby accelerating access to capital for EbA initiatives led by women and youth-led MSMEs and local communities. To achieve these actions, a specialized consultancy is required to deepen the Analysis, Design, and Identification of Ecosystem-based Adaptation Measures (EbA) in Six Priority Production Chains, in the Department of Cesar. Proposed Activities and Scope of Work General Objective To conduct a comprehensive analysis of six priority value chains in the Cesar Department, focusing on the five municipalities to integrate the mining corridor: Agustín Codazzi, Becerril, Chiriguaná, El Paso, La Jagua de Ibirico, and Bosconia as a municipality with potential to scale the logistics process; identifying their segments, characterizing their enterprise and social structures, assessing climate adaptation needs, and designing Ecosystem-based Adaptation (EbA) measures with a particular focus on advancing the participation of women and youth. 1) Proposed Outputs for the Overall Project 1. Analysis of climate vulnerability and risk in the six municipalities of the Cesar Department, with a specific focus on agroclimatic conditions and their implications for local productive systems. 2. To characterize the productive segments and associated business and social dynamics of the six prioritized value chains (Livestock, Corozo, Coffee, Cocoa, Oil Palm, Sustainable Nature Tourism). Restoration is considered mandatory (or complementary according to the specific context) to these value chains. 3. Toidentifyclimate change adaptation needs across each value chain segment. 4. To design, prioritize, and cost Ecosystem-based Adaptation (EbA) measures. 5. To assess the potential participation of women and youth in the implementation ofEbAmeasures. 6. Toidentifymodel demonstration areas for the implementation of prioritizedEbAinterventions. 7. Design and deliver six workshops aimed at sharing lessons learned and promoting the implementation of prioritized Ecosystem-based Adaptation (EbA) interventions in each target municipality. IMPORTANT TIMELINES: This project is expected to be completed within 8 months following contract signing. The tender submission deadline is 27 May 2026 at 16:00 KST (Korean Standard Time).
