Eligibility Requirements for Applicants i. Full names of firm/consortia, verifiable office address(s) contact person, postal address, telephones and email address, if consortium, the name and contact details of consortium members. ii. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7, or its equivalent for foreign firms. iii. In the case of a consortium, evidence in the form of letter of association or agreement (joint venture agreement and/or Memorandum of Understanding/Memorandum of Agreement). iv. Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the consortium. v. Evidence of Companys Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2025; vi. Evidence of Pension Clearance Certificate valid till 31st December, 2025. vii. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025. viii. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025; ix. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP; x. Sworn Affidavit: disclosing whether or not any officer of the relevant committees of the University of Nigeria, Nsukka (UNN), Infrastructure Concession Regulatory Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; that none of the Companys directors has been convicted in any law court for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter and; that the company is not in receivership, bankrupt, or insolvent. Companys Audited Accounts for the last three (3) years 2022, 2023, 2024, in accordance with International Financial Reporting Standards (IFRS). xi. Letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project if needed; xii. Companys profile with the Curriculum Vitae of Key Staff including Built Environ Professionals with not less than 5years experience to be deployed for the project, with copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.; xiii. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificate and well labelled Photographs of the projects. xiv. Specific track record of financing and capital recovering management model in Public Private Partnership (PPP) arrangement. xv. List of Plant/Equipment with proof of Ownership/Lease Agreement; xvi. For Joint Venture/Partnership, evidence of Letter of Association or Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner). xvii. All documents for submission must be transmitted with a covering/Forwarding Letter under the company/firms Letterhead Paper bearing amongst others, at the top of the page, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), TIN, Contact Address, Telephone Number (preferably GSM No.) and email address. The Letterhead paper must bear the names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm. xviii. Evidence of financial capacity, in support of the company or consortiums ability to undertake the project with sponsor and adequate financial resources to finance investment: interested applicant must have: (a) Turnover of at least One billion Naira (N1,000,000,000) per annum 4. METHOD OF SUBMISSION Any prospective bidder is to submit an application in four (4) hard copies, one (1) original and three photocopies and one (1) soft copy in a readable flash of the Pre-qualification documents and should be neatly packed in the listed order above in separate sealed envelopes and marked Renovation of Ziks Flats Hostel, Concession of New CEC Guests Houses, Refurbishment of Old CEC Guests Houses, Concession of UNGEL Enugu Campus, Concession of Presidential Lodge and Concession of UNN Energy Filling Station respectively through a PPP arrangement at the top right-hand corner of the envelope. Thereafter put the sealed envelopes together in a bigger envelope and addressed to: The Registrar and secretary to Council, University of Nigeria, Nsukka and clearly marked with the name of the campus. Furthermore, the reverse of each sealed envelope should bear the name and address of the company/consortium and dropped in the Bid Box at Room 226, Registrars office, University of Nigeria, Nsukka Campus not later than 12:00 noon, 1st June, 2026. 5. OPENING OF TECHNICAL BIDDING DOCUMENTS The technical bids shall be opened at 1.00pm on the last day for submission (Four (4) weeks from date of this publication) at NUGA Secretariat, Nsukka Campus.
