Request for proposals for Mitigation Activities & MAINs Development Paraguay Description : Gggi Paraguay Invites Eligible Firms/Entities to Submit Proposals for the following Assignment: Assessment of Mitigation Activities and Development of Mains. Project Background: The Project Operationalizing ParaguayS National Carbon Market Framework for Increased Climate Ambition is Implemented to Support Paraguay in Establishing the Institutional, Technical, and Regulatory Conditions Required to Effectively Participate in International Carbon Markets under Article 6 of the Paris Agreement. The Project is Led by the Ministry of Environment and Sustainable Development (Mades), through the Directorate of Carbon Markets, Implemented by the Global Green Growth Institute (Gggi), and Financed by the Carbon Transaction Facility (Ctf). The Initiative is Framed within ParaguayS Broader Climate Policy Architecture, including its Nationally Determined Contribution (Ndc 3.0), the National Development Plan 2050 (Pnd 2050), and the National Regulatory Framework Established under Law No. 7190/23 on Carbon Credits and its Implementing Decree No. 3369/25. In this Context, the Project Aims to Operationalize a National Carbon Market Framework that Ensures Environmental Integrity, Transparency, and Alignment with National Mitigation Priorities. A Central Component of the Project Focuses on Strengthening ParaguayS Capacity to Originate and Prepare High-Quality Mitigation Activities Suitable for Participation in International Carbon Markets. This Includes the Identification, Evaluation, and Development of Mitigation Activity Pipelines, as Well as the Preparation of Mitigation Activity Idea Notes (Mains) that are Aligned with International Standards and Ready to Engage with Carbon Finance Mechanisms, Particularly through the Ctf Readiness Facility. The Specific Objective of this Consultancy is to Support the Assessment of Mitigation Activities Identified through a National Expression of Interest (Eoi) Process and to Develop a Set of Technically Robust and Market-Ready Mains. These Outputs are Expected to Facilitate ParaguayS Access to Carbon Finance Opportunities, Support the Implementation of Cooperative Approaches under Article 6.2, and Contribute to Enhancing the CountryS Climate Ambition While Safeguarding Environmental and Social Integrity. Proposed Activities and Scope of Work 1) Proposed Activities for the Overall Project Gggi is Rapidly Expanding its Article 6 Readiness Support and Technical Assistance to Member and Partner Countries in Response to the Increasing Demand to Operationalize Article 6 of the Paris Agreement and Enable Credible, Efficient, and High-Integrity Access to International Carbon Markets. A Critical Requirement to Support Countries in Achieving Mitigation and Climate Finance Objectives is the Development of High-Quality Mitigation Activity Idea Notes (Mains). Mains Serve as Foundational Instruments to Mobilize Climate Finance and Facilitate Matchmaking between Mitigation Activities and Carbon Funds Managed by Gggi and its Partners. In this Context, Gggi Seeks to Engage a Competent and Independent Consortium of Firms (the Service Provider) to Identify, Evaluate, and Develop Four (4) Mitigation Activity Idea Notes (Mains) in Paraguay. The Scope Covers Mitigation Activities at Design Stages or Early Validation under Carbon Crediting Mechanisms. The Assignment Comprises Six (6) Sequential Activities: I. Inception Report Ii. Evaluation and Analysis of Mitigation Activities Submitted through an Expression of Interest (Eoi) Iii. Shortlisting of Mitigation Activities Iv. Pre-Feasibility Studies of Four (4) Selected Activities V.
