This Best Value Negotiated Request For Proposals (The “Bv Nrfp”) Has Been Issued By The Public Guardian And Trustee (The “Pgt”) To Acquire And Implement An Assessment Tool (The “Online Proctoring Tool” Or “Opt”) That Will Modernize Its Hiring Process. The Opt Will Also Help The Pgt Meets Its Obligations To Engage In A Meritorious Hiring Process, As Defined In The Public Services Act, While Providing For A Streamlined, Efficient, Professional And User-Friendly Experience.The Pgt Is Obliged To Screen All Applicants In Alignment With The Applicable Job Profiles To:A) Ensure Applicants Have The Required Qualifications;B) Assess All Applicants For Their Skills, Knowledge And Abilities In Order To Be Effective At The Job; Andc) Conduct Past Work Performance Reviews.The Opt Should Support A Wide Range Of Functionalities For Hiring, Including The Development And Maintenance Of Question Pools, Automated Test Generation, Analytics, And The Provision Of Reports. The Opt Will Offer Monitoring Features During Applicants’ Assessments To Support Test Integrity. The Opt Should Help Pgt’S Hiring Managers Assess Both Soft And Hard Skills (E.G. From Data Entry To Exercising Judgment).
