By Order No. Rd09-46/09.01.2026, Supplemented By Order No. Rd09-1268/27.03.2026, The Minister Of Education And Science Has Approved A List Of Reference Books, Textbooks And Study Sets That Can Be Used In The Preschool And School Education System During The 2026/2027 Academic Year. According To Art. 164 Of The Zpuo, The Textbooks And Teaching Aids That Are Provided For The Free Use Of Students Are Chosen By The Teachers Who Teach The Subject At The Relevant Stage Of The Education Level In A Given School, After Agreement With The Public Council. In Accordance With The Stated Legal Requirements, A Selection Of Textbooks And Study Aids For The Academic Year 2026/2027 Has Been Made, And Textbooks, Study Aids And E-Readable Versions Of Textbooks Have Been Selected And Should Be Delivered To The Students Of The School. The Only Possible Executors Of The Deliveries Of The Selected Textbooks And Study Aids Are The Publishing Houses Holding The Copyrights On Them, Which Is Why Delivery Contracts Should Be Concluded With Them. According To Art. 191, Paragraph 1, Item 2 Of The Civil Procedure Code, The Contracting Authority Sends An Invitation To Certain Persons When Awarding The Public Contract To Another Person Is Impossible Due To The Existence Of Copyright Or Other Intellectual Property Rights, Or Exclusive Rights Acquired By Virtue Of A Law Or An Administrative Act, As Well As When The Nature Of The Delivery Or Service Is Limited To A Precisely Defined Contractor For Reasons That Are Not Due To The Contracting Authority.
