Expression of Interest for Bhutan: Glof Hazard Assessment and Numerical Modelling to Derive Glof Parameters for Selected HEPs The World Bank intends to engage a consulting firm to carry out a comprehensive glacial hazard assessment and Glacial Lake Outburst Flood (GLOF) modelling study for three planned hydropower (HEP) projects in the Mangdechu river basin, Bhutan (refer to the Terms of Reference for details). The scope includes: (i) field investigations, and analysis of remote sensing datasets to develop an inventory of glacial lakes and assess basin-wide GLOF susceptibility, to identify high-hazard lakes and define GLOF process chains, with focus on slope-failure-induced mechanisms; (ii) hydrodynamic modelling of near-field processes governing GLOF initiation, including slope failure impacts, impulse wave generation, moraine interaction, and breach development, to generate outburst hydrographs; (iii) basin-scale hydrodynamic routing of GLOF process chains, including extraction of discharge hydrographs and flood characteristics along the flow path; and (iv) interpretation of modelling outputs to derive conservative, design-relevant GLOF hydraulic parameters at the three HEP sites, including integration with Probable Maximum Flood (PMF) estimates to produce combined PMF + GLOF hydrographs, arrival times, and associated flow characteristics under various scenarios, including cases involving multiple lakes. The Druk Green Power Corporation (DGPC) will serve as the beneficiary and technical counterpart for the study, while the World Bank will be responsible for commissioning and overseeing the delivery of the analytical work.
