Expression of Interest for Recruitment of a Consulting Firm for the Monitoring and Supervision of Fiber Optic Link Construction Works for the Pactdigital Project. The Government of Burkina Faso has obtained a credit from the International Development Association (IDA) to finance the Project for Accelerating the Digital Transformation of Burkina Faso (PACTDIGITAL) and intends to use a portion of this credit to make payments under the following contract: Monitoring and supervision of fiber optic link construction works for the PACTDIGITAL project. 2. OBJECTIVE OF THE ASSIGNMENT The general objective of this consultancy is to select a consulting firm or a consortium of firms (the "Firm") to ensure the monitoring and supervision of the construction of fiber optic links along the following routes: Guiba-Tenkodogo; Kaya-Yako; Sapaga-Zorgho; and MogandéCinkansé, in accordance with the contractual clauses of the contracts signed with the winning contractor(s). The specific objectives are as follows: § to ensure the monitoring and supervision of civil engineering works and fiber optic cable installation; § to ensure the monitoring and supervision of all services related to the construction of Point of Presence (PoP) sites; § to ensure the monitoring and supervision of all services related to the installation, configuration, and commissioning of transmission network equipment; § to assist the Administration in all operations related to the technical and provisional acceptance of the contract(s) with the winning contractor(s). 3. DURATION OF THE ASSIGNMENT The Firms work shall span the same duration as the fiber optic deployment period along the various routes. This duration is estimated at seventy (70) days for the Mogandé-Cinkansé route and at 11 months for the other routes. These timeframes include technical and provisional acceptance procedures. However, the consulting firm will be remunerated on a time-spent basis, in accordance with the actual duration of the work execution. In the event of a suspension of the contract of the service provider responsible for fiber deployment, the contract of the monitoring and supervision firm will be automatically suspended as well. The period of effective mobilization for each expert shall be agreed upon in advance with the Contracting Authority prior to their intervention. The consulting firm shall plan for the deployment of the personnel necessary to ensure the monitoring and supervision of all operations carried out by the service provider. 4. Consultants may associate with other firms to pool their respective expertise in the form of a consortium. In the event of a consortium, all members of said consortium shall remain jointly and severally liable for the execution of the assignment should the consortium be selected. 5. The Director of Public Procurement of the Ministry of Digital Transition, Posts, and Electronic Communications (DMP/MTDPCE) invites consultants (firms) to express their interest in providing the services. Interested consultants (firms) should provide information demonstrating that they possess the relevant qualifications and experience required to perform the services. Expressions of interest files must include, in particular: - a letter of expression of interest addressed to the Minister, dated and signed; - a presentation of the firm highlighting its areas of expertise; - references for relevant assignments related to the mission carried out over the past five (05) years (from 2021 to 2025); NB: The similar assignments performed must be substantiated by copies of the cover and signature pages of the contracts, as well as by certificates of satisfactory completion or validation reports. Only references substantiated by supporting documents will be taken into account for the evaluation. In the event of a tie, the value of the substantiated relevant experience will be used as an additional criterion for the final ranking of the consultants. 7.
