Expression of Interest for Recruitment of a Consulting Firm or Design Office to Conduct an Architectural, Technical, Economic, Profitability, Feasibility, and Environmental and Social Impact Study + Soil and Foundation Studies for the Construction of a Housing Complex on the Zagtouli Site for the CNSS. 1. This request for expressions of interest follows the 2026 public procurement plan of the National Social Security Fund (CNSS). 2. As part of its 2026 fiscal year budget, the National Social Security Fund has secured funds to finance the execution of an architectural, technical, economic, profitability, feasibility, and environmental and social impact study + soil and foundation studies for the construction of a housing complex on the ZAGTOULI site for the benefit of the CNSS. 3. This assignment consists of conducting: technical feasibility studies; economic and financial feasibility studies; environmental and social feasibility studies; commercial feasibility studies; global and specific risk studies. 4. The duration of the assignment shall be one hundred and eighty (180) days. 5. Interested candidates are invited to express their interest in providing the services described above by submitting information demonstrating that they are qualified to perform said services. 6. This Call for Expressions of Interest is subject to the provisions of Decree No. 2024-1748/PRES/PM/MEF of December 31, 2024, establishing the procedures for the procurement, execution, and settlement of public contracts. Candidates will be evaluated based on the following criteria: - Be an architectural firm or design officeor a consortium of architectural and engineering firms/design officesthat is in good standing with the relevant administrative authorities; - Be a firm or design office holding a technical accreditation in architecture and having a Project Lead who is registered with the Order of Architects/Engineers of Burkina Faso; - Possess at least five (05) years of professional experience in conducting architectural design studies for buildings; - The candidates references regarding the execution of similar contracts (completion of at least two (02) architectural and technical study assignments of similar complexity within the last five (05) years (2021 to 2025)). A shortlist of six (06) candidates best demonstrating the skills required to perform the services will be drawn up by the Contracting Authority; these shortlisted candidates will then be invited to submit their technical and financial proposals, and one candidate will be selected based on a combination of technical quality and proposal price (Quality-Cost Selection method). 8.
