Expression of Interest for Consultant for PPP Pipeline Development & Capacity Building in Odisha The Directorate of Public Private Partnership (PPP Cell), Government of Odisha, is the nodal agency responsible for facilitating PPP-led infrastructure development across the state. The Government of Odisha has articulated an ambitious long-term development vision to transform the State into a USD 500 billion economy by 2036 and a USD 1.5 trillion economy by 2047, as captured in Odisha Vision 2036 & 2047. This vision is anchored in mobilizing private sector investment to support large-scale infrastructure development across sectors such as energy, transport, logistics, urban infrastructure, social infrastructure, industrial infrastructure, and asset monetization. To support this objective, the PPP Cell has been collaborating with the International Finance Corporation (IFC), to assist in developing a robust and actionable pipeline of PPP projects. The engagement focuses on identification, screening, and prioritization of potential PPP opportunities, and preparation of a shortlist of PPP-ready projects that can be taken to market within defined timelines. As part of this engagement, IFC intends to appoint a Consultant to provide integrated on-site and off-site support to the PPP Cell and IFC over a period of up to three years. The Consultant will support the development of a comprehensive PPP pipeline, including development of screening frameworks and tools, preparation of longlists and shortlists of potential projects across sectors, and preparation of concept notes for select projects to facilitate decision-making and next steps toward transaction readiness. In addition, the Consultant will support stakeholder consultations with line departments and implementing agencies, assist in capacity building of government stakeholders, and provide ongoing support in maintaining and updating the PPP pipeline and tracking project readiness.
