Software Package And Information Systems – Framework Agreement For Fme Licenses, Providing Training For Fme, Offering Consultancy For The Infrastructure With Fme And Offering Consultancy For Writing Scripts In An Fme Infrastructure. Datawise Stands For Data-Driven Working Is More Efficient Together And Aims To Help Cities And Municipalities Work Smarter And More Efficiently With Data By Bundling Data Better And Making It Accessible. Objectives: To Set Up A Shared Infrastructure That Makes It Possible To Collect, Control, Reuse And Make Available Data Based On Proven Etl Technology (Extract, Transform, Load). The Project Involves Developing And Implementing Ten Generic User Applications Within This Shared Infrastructure. Three Have Already Been Determined, Seven Will Be Determined Through A Participation Process. Sharing Knowledge Through A Learning Network, Coaching And Training. It Was Decided To Use The Well-Known Fme Software As An Etl Tool To Implement The User Applications. The Assignment Is Set Up As A Framework Agreement And Is Divided Into A Number Of Major Parts. In The First Part, Different Fme Licenses Are Purchased, Which Can Be Done In Different Ways. This Can Be Done By Purchasing The Licenses Or Renting The Licenses. A Second Part Includes Consultancy To Set Up The Fme Infrastructure. If Different Fme Licenses Are Used, An Infrastructure Must Also Be Set Up For This, For Example With Servers And Integrations With Other Software. For Datawise, The Infrastructure Will Have To Be Able To Offer The Developed Processes Shared Between Different Cities And Municipalities, Either As A Template Or To Implement Certain Processes. Various Training Courses Are Offered To Deal With Fme, Which Is A Third Part Of The Assignment. Finally, Consultancy Is Also Provided For The Development Of Various Scripts In Order To Implement User Applications. The Whole Thing Will Be Set Up As A Purchasing Center. A Purchasing Center Is Needed To Set Up The Datawise Story, To Further Anchor Datawise After The End Of The Erdf Project And To Be Able To Scale Up. The Purchasing Center Can Already Be Used During The Project By Other Boards (Outside The Datawise Project), Among Other Things To Share The Knowledge And Expertise Gained In The Project. The Purchasing Center Can Be Used By All Local Authorities In The Territory Of The Flemish Region. The Selection And Award Guidelines Include A List Of Which Bodies Are Involved. Within The Framework Agreement, Purchases Will Be Made Through A Cascade System For Orders Under Eur 30,000 And With Mini-Competitions For Purchases Above Eur 30,000. The Award Guidelines Describe How These Purchases Will Take Place. The Province Of East Flanders Will Charge A Cost-Covering Fee For Each Purchase That Will Take Place Within This Framework Agreement.
