The Order Is Carried Out As Part Of The Project Entitled Life After Coal Pl - Implementation Of The Climate Neutrality Strategy For Eastern Greater Poland 2040 (Hereinafter Referred To As The Project) Co-Financed By The Life Program Of The European Union And The National Fund For Environmental Protection And Water Management.2. The Subject Of The Order Is The Construction And Implementation Of An Integrated And Distributed System Of The Regional Air Quality Monitoring Network In Close To Real Time As Part Of The Project Entitled Life After Coal Pl - Implementation Of The Strategy For Climate Neutrality Eastern Greater Poland 2040 For The Needs Of The Marshals Office Of The Greater Poland Voivodeship In Poznań. The Subject Of The Order Will Be Implemented According To The Following Stages: 1) Stage I - Delivery Of Sensors Along With Their Installation (Measurement Layer), Initiation Of Data Transmission From The Sensors (Data Transmission Layer) And Construction And Implementation Of The System (Data And Processing Layers And Presentation Layers), 2) Stage Ii - System Maintenance, Warranty Service And Technical Assistance. The Subject And Scope Of The Order Were Specified In Detail In The Sopz (Detailed Description Of The Subject Of The Order) Constituting Annex No. 1 To This Specification. The Remaining Terms And Conditions Of The Contract Are Specified In The Draft Provisions Of The Agreement (Ppu), Constituting Annex No. 6 To The Swz. The Detailed Obligations Of The Contractor Regarding The Implementation Of The Subject Of The Order Are Indicated In The Sopz And In The Ppu.3. The Order Was Not Divided Into Parts Due To The Fact That The Implementation Of The Order In Question Is A Complex And Multi-Stage Process, Including A Number Of Closely Related Activities/Activities. The Correct Course Of Previous Actions/Activities Determines The Appropriate Quality Of The Final Results. Dividing The Contract Into Parts Could Mean Not Only The Need To Solve Potential Technical Problems Resulting From The Cooperation Of Various Entities, But Also Difficulties In Overall Control Of The Course Of The Contract, Including The Assessment Of The Responsibility Of Various Contractors For Possible Weaknesses In The Effects Obtained At Individual Stages, Which Should Ultimately Be Considered A Threat To The Proper Performance Of The Entire Contract. Due To Its Scope And Specificity, The Order In Question Must Be Completed And Delivered In Its Entirety. Due To The Above, There Is No Basis For Dividing The Contract Into Lots. It Should Be Added That The Division Of The Contract Into Parts Should Take Place While Maintaining The Freedom To Make Autonomous Decisions, On Any Basis That The Ordering Party Deems Appropriate. When Deciding Not To Divide The Contract Into Parts, The Ordering Party, Taking Into Account Its Needs, Complied With The Principles Of Fair Competition.
