Tenders are invited for Disability Policy Review Consultancy Closing Date: 10 May 2026 Type: Consultancy Anticipated timeframe: 15 January 2026 to 15 June 2026 Location: Zimbabwe (with on-site engagement in Harare) Budget: To be discussed at interview Background for Project Work Sightsavers is implementing the Realisation of the African Disability Protocol (RADP) Project in Zimbabwe, which aims to strengthen the participation of persons with disabilities, particularly those most excluded, in governance and decision-making processes. The project supports Organisations of Persons with Disabilities (OPDs) to engage effectively in policy analysis, advocacy, and influencing inclusive policy development in alignment with the African Disability Protocol. A strong emphasis is placed on womens leadership, youth participation, and gender equality within the disability movement, as well as collaboration between OPDs, civil society organisations, and government institutions. What This Project Work Will Focus On The consultancy will support OPDs in Zimbabwe to review pre-identified national policies through a disability inclusion lens, build their capacity to undertake policy analysis, and develop clear, evidence-based policy messages to influence key stakeholders. The assignment will contribute to strengthening accountability and the implementation of disability-inclusive policies at national level. Scope of Work The consultant will be expected to undertake the following activities: Collect and analyse existing data through document review and engagement with OPDs Design and deliver training sessions on policy review methodologies for OPDs Facilitate participatory policy review exercises using pre-identified national policies Provide an overview of global, regional, and national policy frameworks relevant to disability inclusion Support OPDs to identify gaps within reviewed policies and develop practical recommendations Work with OPDs to develop key policy messages and an engagement strategy to influence duty bearers and stakeholders Document the process and produce a comprehensive final report Proven experience leading disabilityfocused training, not just policy analysis Essential experience working directly with OPDs Ability to design and deliver participatory training, with a strong facilitative style Fluency in English and Shona (essential) Timeline Anticipated start date of consultancy: 20 May 2026 Anticipated end date of consultancy: 19 June 2026 A total of 12 consultancy days to be charged during this period Availability and timing This should be very clear and nonnegotiable: Consultant must be available from 1 June 2026 for travel and training Consultant must be available for the full oneweek training period Consultants Expertise The consultant must be available to travel and deliver inperson training from 1 June 2026 and be fully available for the full oneweek training period. This requirement is essential and candidates who are unable to commit to these dates should not apply. The assignment requires a consultant with a proven track record in policy analysis and review, particularly in the field of disability inclusion. Essential expertise includes experience working with OPDs or civil society organisations, strong knowledge of international and regional policy frameworks such as the UNCRPD, SDGs, and the African Disability Protocol, and demonstrated ability to design and deliver participatory training and capacity-building initiatives. Strong analytical, facilitation, and report-writing skills are required, alongside a clear commitment to gender equality and the inclusion of women and youth within the disability movement.
