Quotation are invited for Provision of Onshore Security Services for Eacop Project BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES The East African Crude Oil Pipeline (EACOP) project will require a comprehensive turnkey solution to support its security operations from Mutukula border in Misenyi Kagera Region to Marine Terminal Transfer Tanks in Chongoleani, Tanga, Tanzania during operations phase. The contract will cover static and mobile onshore security services along the Right of Way (ROW), including Above Ground Installations (AGIs), Main Line Block Valves (MLBVs), Pump Stations, Pressure Reduction Stations, Yards and Critical Access Routes, focused exclusively on the Operations phase. The area of operations shall be divided into 3 operational zones. This solution must include the following components: 1. Manpower: Provision of skilled and trained personnel to manage and operate all aspects of the security operations. This includes security officers, drivers and supervisory personnel. 2. Eligibility Requirements: Providers must be legally licensed in Tanzania, demonstrate Oil & Gas or industrial security experience and have a proven VPSHR compliance framework. 3. Confidentiality: All information provided as part of this EOI shall be treated as confidential and used solely for the purpose of this process. 4. Resources & Capabilities: Providers shall demonstrate capacity to deploy trained personnel, supervisors, compliant vehicles, communication means and long-term operational support. 5. Contract Outlook: The future contract will be long-term, scalable and performance based. Issuance of this EOI does not constitute a commitment to award a contract. 6. Reporting & Coordination: Selected providers will coordinate with EACOP Security and public authorities as required, and provide structured daily, weekly and monthly reports. 7. Security Philosophy: Ops Phase: The security model shall be based on prevention, deterrence, early detection and strict respect and adherence of the Voluntary Principles on Security and Human Rights (VPSHR). 8. 24/7 Operations: The solution must enable continuous, round-the-clock security operations. This includes ensuring that all personnel and equipment are available and operational at all times to respond to any security incidents. 9. EOI Submission Requirements: Interested companies shall submit company profile, relevant experience, operational security concept, VPSHR approach, resources overview and references.
