Tenders are invited for Learning and Facilitation Materials Development Consultant Closing Date: 12 May 2026 Type: Consultancy Request of Expressions of Interest (Consulting Services Individual Consultant Selection) Nigeria World Bank (Nigeria for Women Project) Loan No./Credit No./ Grant No: P177940 Assignment Title: Engagement of Learning and Facilitation Materials Development Consultant for the Nigeria For Women Project Scale Up Program (NFWP SU). Reference No. NG-PIN NIGERIA-550109-CS-INDV The consulting services (the Services) shall include the provision of shortterm technical assistance to the Nigeria For Women Project Scale Up (NFWPSU) team to simplify, translate, and develop learning and facilitation materials for effective implementation of livelihood and financial literacy interventions under the Community Investment Fund (CIF) approach. The Consultant will support the NFWP team by translating existing training manuals, financial literacy curricula, slides, advocacy and community dialogue materials into simplified, contextappropriate, and userfriendly learning and facilitation products for use by Ward Facilitators, Women Affinity Groups (WAGs), Livelihood Collectives (LCs), Village Organizations (VOs) and Cluster Level Federations (CLFs). The assignment will be carried out in close coordination with the NFWP Project Manager and relevant Programme staff and will support consistency, quality, and timely availability of learning materials across the six (6) NFWP implementing states. The scope of work will include, but not be limited to, the following: Review and assess existing NFWP financial literacy, livelihood, and related learning materials currently in use; Translate and simplify complex manuals, curricula, and training slides into facilitators guides, participant manuals, infographics, visual job aids, and other relevant templates suitable for lowliteracy audiences; Develop clear, engaging, and culturally appropriate learning and facilitation materials aligned with NFWPs systemic livelihood and valuechain interventions; Ensure that all materials reflect the principles, approaches, and operational modalities of the NFWPSU, particularly the Community Investment Fund (CIF); Produce learning materials using simple visuals, stories, presentations and other communication formats that support effective facilitation at community level; Ensure alignment with safeguarding, gender equality, climate resilience, and inclusion principles embedded in the NFWP design; and Submit inception, assessment, and final reports in line with agreed milestones. Deliverables will include, but not be limited to: An inception report detailing methodology, workplan, and timelines; A Financial Literacy and Livelihood Learning Materials Assessment Report; A package of simplified learning and facilitation materials (facilitators guides, manuals, infographics, slides, visual aids, etc.); and A final assignment report summarizing achievements, outputs, and lessons learned. Plan International now invites eligible consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualifications of Consultant Masters degree or equivalent experience in development studies, creative communications, information design, behavior change communication, or related fields; Minimum of seven (7) years of professional experience in visual communication, learning materials development, and behavior change communication for lowliteracy and vulnerable populations; Proven experience developing facilitators and learners materials for communitybased livelihood, financial literacy, or economic empowerment programs; Strong understanding of graphic, creative, and visual communication for rural and smallscale enterprise development; Experience supporting womenfocused or gendertransformative programs, preferably within market systems or valuechain interventions; Demonstrated capacity to translate complex technical content into clear, practical, and culturally appropriate learning tools; Experience producing highquality written reports suitable for senior government and development stakeholders; and Excellent verbal and written communication skills in English (knowledge of relevant local languages is an added advantage). Duration of Assignment The assignment is expected to be undertaken over a period of one (1) month, commencing May 2026. Reporting The Consultant will report directly to the NFWP Project Manager under the Programmes Department of Plan International Nigeria. Ethics, Safeguarding, and Compliance The Consultant must adhere to Plan International Nigerias safeguarding, child protection, PSEA/SH, anticorruption, antiterrorism, whistleblowing, and Code of Conduct policies throughout the assignment. The Consultant will be required to submit a brief statement outlining how ethics, child protection, confidentiality, and nonharm principles will be ensured during the execution of the assignment. The attention of interested Consultants is drawn to paragraph 3.17 of the World Banks Procurement Regulation: Consulting Services under Procurement in Investment Project Financing for IPF Borrowers Fourth Edition November 2020 (Consultant Procurement Regulation), setting forth the World Banks policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The Bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest as per paragraph 3.14 of the procurement regulation. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
