The Purpose Of This Request For Information Is To Ask Suppliers For Opinions Regarding The Tendering Process For The Framework Contract For It Expert Services Planned By The Bank Of Finland (Procurement Unit). The Aim Of The Framework Agreement Is To Ensure Sufficient, Versatile And Long-Term Expert Resourcing To Support The Bank Of Finlands It Operations. This Is Not A Procurement Announcement Or A Request For Tender, But A Request For Market Survey Information, The Aim Of Which Is To Obtain Comprehensive Additional Information Related To The Planned Procurement, So That A Possible Future Tender Can Be Carried Out As Expediently As Possible And To Ensure That The Planned Procurement Is Technically And Functionally Feasible. The Request For Information Gathers Views And Feedback From Market Participants On The Planned Whole Of The Procurement, Including:• Scope And Structure Of The Procurement,• Requirements And Contract Terms,• Service Descriptions And Sub-Areas,• Obligations Imposed On The Supplier. The Procurement Unit Does Not Undertake To Implement The Procurement That Is The Subject Of The Information Request. By. No Compensation Is Paid For Participating In The Market Survey. The Suppliers Views And Change Proposals Presented In The Market Survey Are Processed In The Procurement Units Internal Preparation. The Procurement Unit Is Not Obliged To Take Into Account The Proposals Presented, And The Market Survey Does Not Create Privileges Or A Preferential Position For The Suppliers In A Possible Subsequent Procurement Procedure. The Background Material Of The Request For Information Is A Draft Of The Key Documents Of The Procurement (E.G. Description Of The Object Of Procurement, Service Descriptions, Requirements, Pricing Model And Contract Drafts). The Bank Of Finland Asks Suppliers To Examine The Material As A Whole And To Answer The Questions Presented, Especially From The Point Of View Of Whether The Supplier Could Realistically Submit An Offer And Fulfill All The Requirements And Conditions As They Are.
