System Quality Assurance Assessment And Review Services – Evaluation Of The Danube Region Program. The Subject Of The Contract Is The Performance Of An Impact Assessment And Program Implementation Evaluation (Operational Evaluation) To Facilitate The Implementation Of The Danube Region Program. The. Evaluation Of The Implementation Of The Drp The Purpose Of The Evaluation Is To Assess The Efficiency And Effectiveness Of Program Management And Implementation According To The Following Aspects: • The Program Management Structures, Including The Coordination Between The Program Bodies And The Distribution Of Human Resources; • Decision-Making Processes Within The Program; • Program Management (Coordination And Communication Aspects Between And Within The Relevant Institutions, Including Eusdr); • Communication Activities Related To The Program; • The Application Of Artificial Intelligence (Ai) And Its Impact On The Program Cycle. B. Carrying Out The Impact Assessment Of The Drp The Main Purpose Of The Impact Assessment Is To Assess The Extent To Which The Danube Region Program Contributed To The Changes Achieved And The Exact Extent Of The Changes. The Specific Objectives Of The Program Must Be Evaluated In Terms Of How Successful They Were In Achieving The Expected Results. By Definition, An Effect Is The Change That Can Be Credibly Attributed To A Specific Intervention. Since The Danube Region Program Covers A Huge And Diverse Area Of ​​14 Countries, External Factors Independent Of The Program Also Contribute To Achieving The Desired Effects Of The Program. The Program Focuses On The Process Of Acquiring/Developing Institutional Knowledge In The Various Subject Areas Covered By The Program Within The Framework Of Transnational Cooperation, Which Leads To A More Favorable Program Environment Through The Development Of Policy And Institutional Frameworks. The Impact Assessment Must Focus On The Direct Impact Of The Program And Not On The Spillover Of The Projects Results Resulting In Changes At The Regional Level, As The Latter Will Only Be Analyzed At A Much Later Stage (E.G. In The Context Of Ex Post Evaluation). The Impact Assessment Must Cover All Thematic Areas Of The Program As Follows: 1-3. Thematic Objective No. 4 And Specific Objective No. 4.2 The 10 Thematic Objectives Of The Program Cover A Wide Range Of Topics Related To Innovation, The Environment, The Labor Market And The Management Of Public Affairs. All Thematic Objectives Aim To Improve The Framework Conditions Of The Program Region By Increasing The Institutional Capacity Of The Various Stakeholders, Which Will Ultimately Be Felt In The Improving Trends Experienced In The Danube Region. Consequently, The Availability Of Data And The Methodological Options Are Similar For All Specific Objectives, So The Impact Of The Specific Objectives Of Each Subject Area Must Be Examined And Evaluated In The Same Way And To The Same Extent. Specific Objective Number 4.1 A Part Of The Programs Resources Has Been Allocated To Support The Management Of The Danube Region Strategy (Eusdr) And The Implementation Of The Eusdr As An Independent Objective.
